1 HOUSE RESOLUTION
2 WHEREAS, We as Americans enjoy our liberties through the
3 documents that our founding fathers created; those documents
4 are known as the Declaration of Independence and the United
5 States Constitution, with its Bill of Rights; and
6 WHEREAS, James Madison had considerable influence in the
7 creating of the United States Constitution, as the author of
8 the Virginia Plan, which served as the model and basis for
9 discussion in the formation of the Constitution; this
10 document has perserved, and continues to perserve, our
11 liberties in this country; and
12 WHEREAS, James Madison wrote many of the articles that
13 became known as the Federalist Papers; the Federalist Papers
14 persuaded the inhabitants of the early colonies to endorse
15 and accept the United States Constitution; and
16 WHEREAS, James Madison served in the first United States
17 House of Representatives under the new government from 1789
18 to 1797; during this time he introduced the Bill of Rights
19 into Congress, establishing the full protection and
20 preservation of our liberties; and
21 WHEREAS, James Madison served as President of the United
22 States from 1809 to 1817; and March 16, 2000 is the 249th
23 anniversary of the birth of James Madison; therefore, be it
24 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
25 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
26 we declare March 16, 2000, and for each year thereafter, as
27 Liberty Day in the State of Illinois; and that the month of
28 March be declared Liberty Month in the State of Illinois.
