1 HOUSE RESOLUTION
2 WHEREAS, The members of the House of Representatives are
3 pleased to recognize Illinois citizens who have distinguished
4 themselves in service to their community and the State; and
5 WHEREAS, Ms. Beverley Johns of Jacksonville has been
6 selected to receive the 2000 CEC Outstanding Leadership Award
7 by the International Council for Exceptional Children (CEC);
8 and
9 WHEREAS, The award is only rarely awarded by the CEC for
10 unusual commitment and exemplary performance in serving and
11 promoting the education of children and youth with
12 disabilities; and
13 WHEREAS, The award recognizes Ms. Johns' service as
14 International President of the Council for Children with
15 Behavioral Disorders; as International President of the CEC
16 Pioneers; and as the lead author of three books entitled
17 "Reduction of School Violence: Alternatives to Suspension",
18 "Techniques for Managing a Safe School", and "Techniques for
19 Managing Verbally and Physically Aggressive Students"; and
20 WHEREAS, The award recognizes Ms. Johns' service as
21 Chairperson of ISELA, the Illinois Special Education
22 Coalition, for the last 20 years; as State President of
23 Illinois CEC; as a member of the Governing Board of CEC; and
24 as International Chair of CEC's Governmental Relations
25 Committee; and
26 WHEREAS, The award follows Ms. Johns' listing in the 2000
27 Millenium Edition of "Who's Who in America", her listing in
28 "Who's Who in American Education", and in "Who's Who of
29 American Women"; and
30 WHEREAS, The award notes Ms. Johns' recognition as "First
31 Lady of Illinois CEC" by vote of the members of the

1 organization; and her receipt of the Lifetime Achievement
2 Award from Illinois CEC; and
3 WHEREAS, The award will be presented at International
4 CEC's Annual Convention in Vancouver, Canada, on April 7,
5 2000; therefore, be it
6 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8 we wish to congratulate Beverley Johns on receiving the 2000
9 CEC Leadership Award from the International Council for
10 Exceptional Children and to applaud her commitment and
11 dedication to serving the education of children and youth
12 with disabilities; and be it further
13 RESOLVED, That a suitable copy of this resolution be
14 presented to Ms. Beverley Johns.
