1 HOUSE RESOLUTION
2 WHEREAS, Donald M. Prince has been both an educator and
3 educational leader in Illinois, as a teacher of high school
4 English and American history in the Illinois public schools,
5 as Principal of Knoxville Junior-Senior High School, as
6 Superintendent of Princeton Township High School, and as
7 Professor and Chairperson of the Department of Educational
8 Administration at Illinois State University; and
9 WHEREAS, Donald M. Prince, a native of Crossville and a
10 current resident of Winnetka, received his Doctorate in
11 Education from the University of Illinois in 1954, after
12 having previously studied at and received degree
13 certification from Illinois State University and Murray State
14 University, concluding his formal educational training in
15 1973 by earning a Master's Degree in Business Administration
16 from the University of Chicago; and
17 WHEREAS, During his years as a professional educator,
18 Donald M. Prince also served as Chairman of the Governor's
19 1965-66 Task Force on Education Administrative Structure and
20 Organization, a member of the Graphic Arts Council Foundation
21 of Chicago, a member of the Latin School of Chicago Board of
22 Trustees, President of the Illinois Association of Secondary
23 School Principals in 1960, President of the Illinois Council
24 on Educational Administration in 1962, and President of the
25 Illinois State University Alumni Association Board of
26 Directors in 1968; and
27 WHEREAS, Donald M. Prince also assisted in the creation
28 of the Illinois community college system by serving in 1965
29 as Director of Survey, leading to the creation of Sauk Valley
30 Community College, and in 1965-66 as Finance Consultant to
31 the North Suburban Regional Survey, resulting in the
32 formation of Oakton Community College and Harper Community

1 College; and
2 WHEREAS, In 1966 Donald M. Prince continued his role as
3 educational leader as a statewide Democratic candidate for
4 Illinois Superintendent of Public Instruction; and
5 WHEREAS, From 1973 to 1979 Donald M. Prince served as
6 Chairman of the Illinois Board of Higher Education, appointed
7 by Governor Daniel Walker in 1973 and reappointed by Governor
8 James Thompson in 1976; and
9 WHEREAS, Donald M. Prince reapplied his skills as a
10 public educator in the private sector as well, serving more
11 than 16 years as a publisher of textbooks and other
12 educational materials, principally as Vice President of Rand
13 McNally & Company of Chicago; and
14 WHEREAS, After 8 successful years as Owner, President,
15 and Chief Executive Officer of E.A. Hinrichs and Company of
16 Chicago, a national distributor of fine commercial china,
17 Donald M. Prince returned to his educational roots in 1992
18 when he became a consultant to the Illinois Student
19 Assistance Commission (ISAC); and
20 WHEREAS, During his time at ISAC, Donald M. Prince has
21 been a principal architect in the design of College
22 Illinois!, the State's popular prepaid tuition program, and
23 has served as the first director of College Illinois!,
24 beginning with the program's inception in 1998; and
25 WHEREAS, Donald M. Prince has announced his retirement
26 from the Illinois Student Assistance Commission on April 1,
27 2000; therefore, be it
28 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
29 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
30 we congratulate Donald M. Prince on his formal retirement
31 from the Illinois Student Assistance Commission and we

1 commend him on behalf of the citizens of this State for his
2 lifetime of endeavor toward enhancing educational quality and
3 opportunity throughout Illinois; and be it further
4 RESOLVED, That a suitable copy of this resolution be
5 presented to Donald M. Prince.
