1 HOUSE RESOLUTION
2 WHEREAS, The rising costs of health care have a
3 substantial impact upon the residents of the State of
4 Illinois; and
5 WHEREAS, The Illinois Health Facilities Planning Board is
6 the State's authority for reviewing hospital and other health
7 care facilities capital expenditures through the certificate
8 of need program; and
9 WHEREAS, Senate Bill 807, if enacted, would substantially
10 raise the current certificate of need capital expenditure
11 review thresholds; and
12 WHEREAS, Senate Bill 807, if enacted, would eliminate
13 certificate of need requirements for any capital expenditures
14 for non-clinical services areas regardless of cost; and
15 WHEREAS, The certificate of need mechanism is designed to
16 restrain the rising costs of health by preventing unnecessary
17 capital expenditures by hospitals and other health care
18 facilities; therefore, be it
19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that,
21 if Senate Bill 807 is enacted, the Illinois Health Facilities
22 Planning Board is directed to collect information regarding
23 all capital expenditures incurred by Illinois hospitals and
24 to report to the General Assembly on a quarterly basis
25 information concerning, but not limited to, the amount and
26 purpose of the capital expenditures, how the expenditures are
27 financed, whether the capital expenditures were subject to
28 the review requirements of the Planning Act before and after
29 enactment of Senate Bill 807; and be it further
30 RESOLVED, That the Illinois Health Facilities Planning
31 Board, in cooperation with the Department of Public Health,

1 obtain from hospitals the data that is necessary to report to
2 the General Assembly the requested information and other
3 related information including, but not limited to: audited
4 financial statements; capital expenditure reports to third
5 party payers; facility capital budgets and master plans; and
6 other related data; and be it further
7 RESOLVED, That the Illinois Health Facilities Planning
8 Board submit the quarterly reports for at least a two-year
9 period; and be it further
10 RESOLVED, That a suitable copy of this resolution be
11 presented to the Executive Secretary of the Illinois Health
12 Facilities Planning Board and to the Director of Public
13 Health.
