1 HOUSE RESOLUTION
2 WHEREAS, It has come to our attention that William P.
3 Barlow, III will be leaving his position as City Manager of
4 Rolling Meadows this year; and
5 WHEREAS, William P. Barlow, III performed the services of
6 City Manager of Rolling Meadows from January 1996 to the
7 present; and
8 WHEREAS, Rolling Meadows is located in the Chicago
9 metropolitan area, in northwest Cook County; its population
10 is around 23,140; and
11 WHEREAS, Significant achievements accomplished during his
12 tenure as City Manager include: recruiting and negotiating an
13 economic development agreement with 3Com Corporation, a
14 worldwide leader in computer technology, located their
15 Midwest headquarters in Rolling Meadows, with a projected
16 investment of over $200,000,000 in buildings and
17 infrastructure and 2,000 jobs; the City, Cook County and
18 State developed an economic development incentive; he
19 negotiated agreements with Browning-Ferris, a solid waste
20 company to lease an underutilized solid waste transfer
21 station within the City of Rolling Meadows, which will yield
22 in excess of $5,000,000 in lease and host fees for the City
23 over the next 20 years; and
24 WHEREAS, Other accomplishments during William P. Barlow,
25 III's tenure also include: re-engineered solid waste
26 services, resulting in the retention of in-house waste
27 collections services, and reduction in the annual cost of
28 operating the service by $117,000; and he completed
29 $3,000,000 in public improvement projects in the central
30 business district of Rolling Meadows, including streetscape
31 improvements and construction of bike paths; improvements
32 have complimented and given incentive to over $10,000,000 in

1 new private sector investment in the central business
2 district; and
3 WHEREAS, William P. Barlow, III's professional and civic
4 affiliations include: being a member of the Northwest
5 Municipal Conference Board of Directors, where he served on
6 the Transportation, Joint Purchasing, and Economic
7 Development committees; he was City management representative
8 to the Northwest Mayor's Council for Transportation issues;
9 and member of the Executive Board of the Northwest Joint
10 Action Water Agency, an agency providing potable water
11 services for communities in northwest Cook County; other
12 membership affiliations include: International City-County
13 Management Association, Illinois City Management Association,
14 Society for Human Resource Management, International
15 Personnel Management Association, United Way of Palatine,
16 Inverness and Rolling Meadows Board of Directors; Vice
17 President, and the Rolling Meadows Rotary Club were he was
18 selected as Rotarian of the year in 1998 and 1999; and
19 WHEREAS, William P. Barlow, III will enjoy his post
20 retirement activities with his wife, Kathleen; and his two
21 children, Caitlin and Peter; therefore be it
22 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
23 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
24 we offer our thanks to William P. Barlow, III for his years
25 of dedicated service to the town of Rolling Meadows and wish
26 him well in all of his future endeavors; and be it
27 RESOLVED, That a suitable copy of this resolution be
28 presented to William P. Barlow, III as an expression of our
29 esteem.
