1 AN ACT to amend the General State Aid Continuing
2 Appropriation Law by changing Sections 15-10, 15-15, and
3 15-20 and repealing Section 15-25.
4 Be it enacted by the People of the State of Illinois,
5 represented in the General Assembly:
6 Section 5. The General State Aid Continuing
7 Appropriation Law is amended by changing Sections 15-10,
8 15-15, and 15-20 as follows:
9 (105 ILCS 235/15-10)
10 Sec. 15-10. Annual budget; recommendation. The Governor
11 shall include a Common School Fund recommendation to the
12 State Board of Education in the fiscal year 1999 through 2001
13 annual Budget and in the annual Budget for each fiscal year
14 thereafter Budgets sufficient to fund (i) the General State
15 Aid Formula set forth in subsection (E) (Computation of
16 General State Aid) and subsection (H) (Supplemental General
17 State Aid) of Section 18-8.05 of the School Code and (ii) the
18 supplementary payments for school districts set forth in
19 subsection (J) (Supplementary Grants in Aid) of Section
20 18-8.05 of the School Code.

23 Sec. 15-15. State Aid Formula; Funding. The General
24 Assembly shall annually make Common School Fund
25 appropriations to the State Board of Education in fiscal year
26 years 1999 and in each fiscal year thereafter through 2001
27 sufficient to fund (i) the General State Aid Formula set
28 forth in subsection (E) (Computation of General State Aid)
29 and subsection (H) (Supplemental General State Aid) of
30 Section 18-8.05 of the School Code and (ii) the supplementary

1 payments for school districts set forth in subsection (J)
2 (Supplementary Grants in Aid) of Section 18-8.05 of the
3 School Code.

6 Sec. 15-20. Continuing appropriation. If the General
7 Assembly fails to make Common School Fund appropriations to
8 the State Board of Education in fiscal year years 1999 and in
9 each fiscal year thereafter through 2001 sufficient to fund
10 (i) the General State Aid Formula set forth in subsection (E)
11 (Computation of General State Aid) and subsection (H)
12 (Supplemental General State Aid) of Section 18-8.05 of the
13 School Code and (ii) the supplementary payments for school
14 districts set forth in subsection (J) (Supplementary Grants
15 in Aid) of Section 18-8.05 of the School Code, this Article
16 shall constitute an irrevocable and continuing appropriation
17 from the Common School Fund of all amounts necessary for
18 those purposes.

21 Section 10. The General State Aid Continuing
22 Appropriation Law is amended by repealing Section 15-25.
23 Section 99. Effective date. This Act takes effect July
24 1, 1999.
