1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The following amounts, or so much of those
5 amounts as may be necessary, respectively, are appropriated
6 from the General Revenue Fund to the Illinois Student
7 Assistance Commission for its ordinary and contingent
8 expenses:
9 For Administration

11 For Employee Retirement Contributions
12 Paid by Employer............................. 98,600
13 For State Contributions to State
14 Employees Retirement System.................. 246,300
15 For State Contributions to
16 Social Security.............................. 188,400

19 For Commodities............................... 33,000

25 Section 10. The sum of $135,000, or so much of that
26 amount as may be necessary, is appropriated from the General
27 Revenue Fund to the Illinois Student Assistance Commission
28 for costs associated with administration of the Illinois
29 Higher EdNet, a clearinghouse for post-secondary education
30 financial aid information.

1 Section 15. The sum of $100,000, or so much thereof as
2 may be necessary, is appropriated to the Illinois Student
3 Assistance Commission from the Higher EdNet Fund for costs
4 associated with administration of the Illinois Higher EdNet,
5 a clearinghouse for post-secondary education financial aid
6 information.
7 Section 20. The following named amounts, or so much
8 thereof as may be necessary, respectively, are appropriated
9 from the Education Assistance Fund to the Illinois Student
10 Assistance Commission for its ordinary and contingent
11 expenses:

20 Student Loan Fund for costs associated with the Loan Based
21 Solution system replacement project.
22 Section 30. The sum of $279,976,600, or so much thereof
23 as may be necessary, is appropriated to the Illinois Student
24 Assistance Commission from the General Revenue Fund for
25 payment of grant awards to students eligible to receive such
26 awards, as provided by law, including up to $2,700,000 for
27 transfer into the Monetary Award Program Reserve Fund.
28 Section 35. The sum of $4,000,000, or so much thereof as
29 may be necessary, is appropriated to the Illinois Student
30 Assistance Commission from the Monetary Award Program Reserve
31 Fund for payment of grant awards to full-time and part-time

1 students eligible to receive such awards, as provided by law.
2 Section 40. The following named amounts, or so much
3 thereof as may be necessary, respectively, are appropriated
4 from the General Revenue Fund to the Illinois Student
5 Assistance Commission for the following purposes:
6 Grants and Scholarships
7 For payment of matching grants to Illinois
8 institutions to supplement scholarship
9 programs, as provided by law................. $ 1,000,000
10 For payment of Merit Recognition Scholarships
11 to undergraduate students under the Merit
12 Recognition Scholarship Program provided
13 for in Section 30 of the Higher Education
14 Student Assistance Act....................... 4,700,000
15 For the payment of scholarships to students
16 who are children of policemen or firemen
17 killed in the line of duty, or who are
18 dependents of correctional officers
19 killed or permanently disabled in the line,
20 of duty as provided by law................... 150,000
21 For payment of Illinois National Guard and
22 Naval Militia Scholarships at State-
23 controlled universities and public
24 community colleges in Illinois to
25 students eligible to receive such
26 awards, as provided by law................... 4,050,000
27 For payment of military Veterans'
28 scholarships at State-controlled
29 universities and at public community
30 colleges for students eligible,

9 Section 45. The following named amounts, or so much
10 thereof as may be necessary, respectively, are appropriated
11 from the Education Assistance Fund to the Illinois Student
12 Assistance Commission for the following purposes:
13 Grants and Scholarships
14 For payment of grant awards to full-time and
15 part-time students eligible to receive such
16 awards, as provided by law................... $ 58,811,000
17 For payment of Illinois Incentive for Access
18 grants as provided by law.................... 4,000,000
19 Total $62,811,100
20 Section 50. The following sum, or so much thereof as may
21 be necessary, is appropriated from the Federal State Student
22 Incentive Trust Fund to the Illinois Student Assistance
23 Commission for the following purpose:
24 Grants
25 For payment of grant awards to full-time and
26 part-time students eligible to receive such
27 awards, as provided by law......................$1,500,000
28 Section 55. The sum of $248,000,000, or so much thereof
29 as may be necessary, is appropriated from the Student
30 Assistance Commission Student Loan Fund to the Illinois
31 Student Assistance Commission for distribution when necessary

1 as a result of guarantees of loans that are uncollectable or
2 for payments required under agreements with the United States
3 Secretary of Education.
4 Section 60. The sum of $100,000, or so much of that
5 amount as may be necessary, is appropriated from the Accounts
6 Receivable Fund to the Illinois Student Assistance Commission
7 for costs associated with the collection of delinquent
8 scholarship awards pursuant to the Illinois Collection Act of
9 1986.
10 Section 65. The following named amount, or so much
11 thereof as may be necessary, respectively, is appropriated
12 from the Federal Student Assistance Scholarship Fund to the
13 Illinois Student Assistance Commission for the following
14 purpose:
15 For payment of Robert C. Byrd
16 Honors Scholarships.............................$1,750,000
17 Section 70. The sum of $70,000, or so much thereof as
18 may be necessary, is appropriated to the Illinois Student
19 Assistance Commission from the University Grant Fund for
20 payment of grants for the Higher Education License Plate
21 Program, as provided by law.
22 Section 99. Effective date. This Act takes effect July
23 1, 1999.
