1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 24
5 Section 5. The following named amounts, or so much
6 thereof as may be necessary, respectively, for the objects
7 and purposes hereinafter named, are appropriated from the
8 General Revenue Fund to the Illinois Community College Board
9 for ordinary and contingent expenses:

13 For Employee Retirement Contributions
14 Paid by Employer............................. 15,100

25 Section 10. The following named amounts, or so much
26 thereof as may be necessary, respectively, are appropriated
27 from the Education Assistance Fund to the Illinois Community
28 College Board for the ordinary and contingent expenses of the
29 Central Office:

9 Section 15. The sum of $500,000, or so much thereof as
10 may be necessary, is appropriated from the General Revenue
11 Fund to the Illinois Community College Board for the
12 development of core values and leadership initiatives.
13 Section 20. The sum of $13,000,000, or so much thereof
14 as may be necessary, is appropriated from the Illinois
15 Community College Board Contracts and Grants Fund to the
16 Illinois Community College Board to be expended under the
17 terms and conditions associated with the moneys being
18 received.
19 Section 25. The following named amounts, or so much
20 thereof as may be necessary, respectively, are appropriated
21 from the General Revenue Fund to the Illinois Community
22 College Board for distribution to qualifying public community
23 colleges for the purposes specified:
24 Base operating grants......................... $153,490,600
25 Small college grants.......................... 2,025,000
26 Equalization grants........................... 67,796,100
27 Special population grants..................... 12,711,800
28 Workforce preparation grants.................. 14,421,800

5 Section 30. The sum of $26,432,000, or so much thereof
6 as may be necessary, is appropriated from the Education
7 Assistance Fund to the Illinois Community College Board for
8 distribution as credit hour grants.
9 Section 35. The sum of $25,000, or so much thereof as
10 may be necessary, is appropriated from the Education
11 Assistance Fund to the Illinois Community College Board for a
12 grant to the Illinois Occupational Information Coordinating
13 Committee.
14 Section 40. The sum of $175,000, or so much thereof as
15 may be necessary, is appropriated from the General Revenue
16 Fund to the Illinois Community College Board for awarding
17 scholarships to graduates of the Lincoln's Challenge Program.
18 Section 45. The sum of $1,500,000, or so much thereof as
19 may be necessary, is appropriated to the Illinois Community
20 College Board from the AFDC Opportunities Fund for the
21 administration of the Opportunities program and grants to
22 colleges, including reimbursement for costs incurred in prior
23 years.
24 Section 50. The following named amounts, or so much
25 thereof as may be necessary, respectively, are appropriated
26 from the General Revenue Fund to the Illinois Community
27 College Board for the former community college district #541
28 in East St. Louis for the purposes specified for current year
29 and past year expenditures:

1 For grants to operate an educational facility
2 in East St. Louis............................ $3,500,000
3 For additional operational costs of the Board. 65,000
4 Total $3,565,000
5 Section 55. The sum of $1,500,000, or so much thereof as
6 may be necessary, is appropriated from the General Revenue
7 Fund to the Illinois Community College Board for special
8 initiative grants.
9 Section 60. The sum of $250,000, or so much thereof as
10 may be necessary, is appropriated from the Video Conferencing
11 User Fund to the Illinois Community College Board for video
12 conferencing expenses.
13 Section 65. The following named amounts, or so much
14 thereof as may be necessary, respectively, for the objects
15 and purposes hereinafter named, of Titles I, IIA, and IIC Job
16 Training Partnership Act funds, are appropriated from the
17 Illinois Community College Board Fund to the Illinois
18 Community College Board:
19 For operations................................ $285,200
20 For 80% Subgrant/Project Grants to colleges... 1,408,500
21 Total $1,693,700
22 No contract shall be entered into or obligation incurred by
23 the Board for any expenditures authorized herein, until the
24 amounts have been approved in writing by the Department of
25 Commerce and Community Affairs.
26 Section 99. Effective date. This Act takes effect on
27 July 1, 1999.
