1 AMENDMENT TO SENATE BILL 596
2 AMENDMENT NO. . Amend Senate Bill 596, by replacing
3 everything after the enacting clause with the following:
4 "CONSERVATION 2000 PROGRAM
5 Section 1. The amount of $5,500,000 is appropriated from
6 the Capital Development Fund to the Department of Natural
7 Resources for deposit into the Conservation 2000 Projects
8 Fund.
9 Section 2. The sum of $6,100,000, new appropriation, is
10 appropriated, and the sum of $6,651,800, or so much thereof
11 as may be necessary and as remains unexpended at the close of
12 business on June 30, 1999, from appropriations heretofore
13 made in Article 51, Section 2 of Public Act 90-0585, is
14 reappropriated from the Conservation 2000 Fund to the
15 Department of Natural Resources for the Conservation 2000
16 Program to implement ecosystem-based management for Illinois'
17 natural resources.
18 Section 3. The sum of $5,500,000, or so much thereof as
19 may be necessary, is appropriated from the Conservation 2000
20 Projects Fund to the Department of Natural Resources for the
21 following projects at the approximate costs set forth below:

30 ILLINOIS RIVER INITIATIVES
31 Section 6. The sum of $8,000,000, new appropriation, is
32 appropriated and the sum of $4,628,800, or so much thereof as
33 may be necessary and as remains unexpended at the close of

1 business on June 30, 1999, from appropriations heretofore
2 made in Article 51, Section 6 of Public Act 90-0585, is
3 reappropriated from the General Revenue Fund to the
4 Department of Natural Resources for the non-federal cost
5 share of a Conservation Reserve Enhancement Program to
6 establish long-term contracts and permanent conservation
7 easements in the Illinois River Basin; to fund cost-share
8 assistance to landowners to encourage approved conservation
9 practices in environmentally sensitive and highly erodible
10 areas of the Illinois River Basin; and to fund the monitoring
11 of long term improvements of these conservation practices as
12 required in the Memorandum of Agreement between the State of
13 Illinois and the United States Department of Agriculture.

23 Department of Natural Resources for Illinois River cleanup
24 and dredging at Ballard's Island Harbor.
25 GRANTS AND REIMBURSEMENTS - GENERAL OFFICE
26 Section 55. The amount of $2,914,300, or so much thereof
27 as may be necessary, is appropriated from the Horse Racing
28 Tax Allocation Fund to the Department of Natural Resources
29 for contributions of funds to park districts and other
30 entities as provided by the "Illinois Horse Racing Act of
31 1975" and to public museums and aquariums located in park

2 museums in public parks" and the "Illinois Horse Racing Act

6 Fund to the Department of Natural Resources for acquisition
7 and development, including grants, for the implementation of
8 the North American Waterfowl Management Plan within the
9 Dominion of Canada or the United States which specifically
10 provides waterfowl for the Mississippi Flyway.
11 Section 57. The sum of $155,000, or so much thereof as
12 may be necessary, is appropriated from the State Migratory
13 Waterfowl Stamp Fund to the Department of Natural Resources
14 for the payment of grants for the implementation of the North
15 American Waterfowl Management Plan within the Dominion of
16 Canada or the United States which specifically provides
17 waterfowl to the Mississippi Flyway as provided in the
18 "Wildlife Code", as amended.
19 Section 58. The sum of $625,000, new appropriation, is
20 appropriated, and the sum of $1,615,000, or so much thereof
21 as may be necessary and as remains unexpended at the close of
22 business on June 30, 1999, from appropriations heretofore
23 made in Article 51, Section 38 of Public Act 90-0585, is
24 reappropriated from the Illinois Forestry Development Fund to
25 the Department of Natural Resources for the payment of grants
26 to timber growers for implementation of acceptable forestry
27 management practices as provided in the "Illinois Forestry
28 Development Act" as now or hereafter amended.
29 Section 59. The sum of $150,000, or so much thereof as

20 Department of Natural Resources for a grant to Hamilton
21 County for Hamilton County Courthouse infrastructure.
22 Section 69. The sum of $400,000, or so much thereof as
23 may be necessary, and as remains unexpended at the close of
24 business on June 30, 1999, from an appropriation heretofore
25 made in Article 51, Section 131 of Public Act 90-0585, is
26 reappropriated from the General Revenue Fund to the
27 Department of Natural Resources for a grant to the Village of
28 Western Springs to renovate the historic Water Tower and
29 Community Center.
30 Section 70. The sum of $1,000,000, or so much thereof as

12 Department of Natural Resources for a bike trail connecting
13 the Elgin bike path/trail to the McHenry bike path/trail.
14 Section 72. The sum of $200,000, or so much thereof as
15 may be necessary and as remains unexpended at the close of
16 business on June 30, 1999, from an appropriation heretofore
17 made in Article 51, Section 138 of Public Act 90-0585, is
18 reappropriated from the General Revenue Fund to the
19 Department of Natural Resources for a grant to the Village of
20 Willow Springs for renovation of parks and equipment.
21 Section 73. The sum of $794,300, or so much thereof as
22 maybe necessary and as remains unexpended at the close of
23 business on June 30, 1999, from an appropriation heretofore
24 made in Article 51, Section 139 of Public Act 90-0585, is
25 reappropriated from the General Revenue Fund to the
26 Department of Natural Resources for a grant to Lindenhurst
27 Park District for development of a community park.
28 Section 74. The sum of $500,000, or so much thereof as

20 Section 77. The sum of $450,000, or so much thereof as

23 made in Article 51, Section 150 of Public Act 90-0585, is

25 Department of Natural Resources for a grant to the Village of

27 Section 78. The sum of $200,000, or so much thereof as

15 bike trail and infrastructure improvements, including land

17 Section 84. The sum of $350,000, or so much thereof as
18 may be necessary and as remains unexpended at the close of
19 business on June 30, 1999, from an appropriation heretofore
20 made in Article 51, Section 180 of Public Act 90-0585, is
21 reappropriated from the General Revenue Fund to the
22 Department of Natural Resources for a grant to the Effingham
23 Park District for development and construction of athletic
24 and recreation facilities.
25 Section 85. The sum of $300,000, or so much thereof as
26 may be necessary and as remains unexpended at the close of
27 business on June 30, 1999, from an appropriation heretofore
28 made in Article 51, Section 185 of Public Act 90-0585, is
29 reappropriated from the Capital Development Fund to the
30 Department of Natural Resources for a grant to the Chicago
31 Park District for all costs of developing, planning, and

1 constructing recreational facilities at Fosco Park.
2 Section 86. The sum of $378,000, or so much thereof as
3 may be necessary and as remains unexpended at the close of
4 business on June 30, 1999, from an appropriation heretofore

6 reappropriated from the General Revenue Fund to the
7 Department of Natural Resources for a grant to the City of
8 Hometown for all costs associated with improvements and
9 purchase of recreational equipment at Patterson Park.
10 Section 87. The sum of $275,000, new appropriation, is
11 appropriated and the sum of $200,000, or so much thereof as
12 may be necessary and as remains unexpended at the close of
13 business on June 30, 1999, from appropriations heretofore
14 made in Article 51, Section 70 of Public Act 90-0585, is
15 reappropriated from the Off Highway Vehicle Trails Fund to
16 the Department of Natural Resources for grants to units of
17 local governments, not-for-profit organization, and other
18 groups to operate, maintain and acquire land for off-highway
19 vehicle trails and parks as provide for in the Recreational
20 Trails of Illinois Act, including administration,
21 enforcement, planning and implementation of this Act.
22 Section 88. The sum of $155,000, or so much thereof as
23 may be necessary is appropriated from the State Migratory
24 Waterfowl Stamp Fund to the Department of Natural Resources
25 for the payment of grants for the development of waterfowl
26 propagation areas within the Dominion of Canada or the United
27 States which specifically provide waterfowl for the
28 Mississippi Flyway as provided in the "Wildlife Code", as
29 amended.
30 Section 89. To the extent federal funds including

1 reimbursements are available for such purposes, the sum of
2 $127,800 or so much thereof as may be necessary and as
3 remains unexpended at the close of business on June 30, 1999,
4 from an appropriation heretofore made in Article 51, Section

6 and Fish Fund to the Department of Natural Resources for
7 construction and renovation of waste reception facilities for
8 recreational boaters, including grants for such purposes
9 authorized under the Clean Vessel Act.
10 Section 90. The sum of $3,000,000, or so much thereof as
11 may be necessary, and as remains unexpended at the close of
12 business on June 30, 1999, from an appropriation heretofore
13 made in Article 51, Section 73 of Public Act 90-0585, is
14 reappropriated from the Capital Development Fund to the
15 Department of Natural Resources for a grant to the Illinois
16 International Port District in Chicago for a marina,
17 associated recreational facilities, and necessary auxiliary
18 infrastructure improvements.
19 Section 91. The sum of $17,715,700, new appropriation,
20 is appropriated, and the sum of $43,394,300, or so much
21 thereof as may be necessary and as remains unexpended at the
22 close of business on June 30, 1999, from appropriations
23 heretofore made in Article 51, Section 74 of Public Act
24 90-0585, is reappropriated from the Open Space Lands
25 Acquisition and Development Fund to the Department of Natural
26 Resources for expenses connected with and to make grants to

17 GRANTS AND REIMBURSEMENTS - MINES AND MINERALS
18 Section 98. The sum of $110,000, or so much thereof as
19 may be necessary, is appropriated from the Plugging and
20 Restoration Fund to the Department of Natural Resources,
21 Office of Mines and Minerals for the Landowner Grant Program
22 authorized under the Oil and Gas Act, as amended by Public
23 Act 90-0260.
24 Section 99. The sum of $5,000,000, new appropriation, is
25 appropriated and the sum of $20,613,100, or so much thereof
26 as may be necessary and as remains unexpended at the close of
27 business on June 30, 1999, from appropriations heretofore
28 made in Article 51, Section 82 of Public Act 90-0585, is
29 reappropriated to the Department of Natural Resources from
30 the Abandoned Mined Lands Reclamation Council Federal Trust
31 Fund for grants and contracts to conduct research, planning

1 and construction to eliminate hazards created by abandoned
2 mines, and any other expenses necessary for emergency

4 Section 100. The sum of $1,500,000, is appropriated to
5 the Department of Natural Resources from the Abandoned Mined
6 Lands Set Aside Fund for grants and contracts to conduct
7 research, planning and construction to eliminate hazards
8 created by abandoned mines and any other expenses necessary
9 for emergency response.
10 GRANTS AND REIMBURSEMENTS - WATER RESOURCES
11 Section 101. The sum of $600,000, or so much thereof as
12 may be necessary, is appropriated to the Department of
13 Natural Resources for expenditure by the Office of Water
14 Resources from the Flood Control Land Lease Fund for
15 disbursement of monies received pursuant to Act of Congress
16 dated September 3, 1954 (68 Statutes 1266, same as appears in
17 Section 701c-3, Title 33, United States Code Annotated),
18 provided such disbursement shall be in compliance with 15
19 ILCS 515/1 Illinois Compiled Statutes.
20 Section 102. The sum of $3,000,000, or so much thereof
21 as may be necessary and remains unexpended at the close of
22 business on June 30, 1999, from an appropriation heretofore
23 made in Article 51, Section 87 of Public Act 90-0585, is
24 reappropriated from the General Revenue Fund to the
25 Department of Natural Resources for a grant to the DuPage
26 County Forest Preserve for all costs associated with the Salt
27 Creek Greenway.
28 Section 103. In addition to any other amounts, the sum
29 of $1,000,000, or so much thereof as may be necessary and as
30 remains unexpended at the close of business on June 30, 1999,

1 from an appropriation heretofore made in Article 51, Section
2 88 of Public Act 90-0585, is reappropriated to the Department
3 of Natural Resources from the General Revenue Fund for a

7 Section 104. The sum of $1,000,000, or so much thereof
8 as may be necessary and as remains unexpended at the close of
9 business on June 30, 1999, from an appropriation heretofore
10 made in Article 51, Section 110 of Public Act 90-0585, is
11 reappropriated from the Capital Development Fund to the
12 Department of Natural Resources for a grant to the Botanical
13 Gardens for capital improvements.
14 Section 105. The sum of $2,500,000, or so much thereof
15 as may be necessary and as remains unexpended at the close of
16 business on June 30, 1999, from an appropriation heretofore
17 made in Article 51, Section 115 of Public Act 90-0585, is
18 reappropriated from the General Revenue Fund to the
19 Department of Natural Resources for a grant to the Chicago
20 Park District for all costs associated with dredging.
21 Section 106. The sum of $125,000, or so much thereof as
22 may be necessary, and as remains unexpended at the close of
23 business on June 30, 1999, from an appropriation heretofore
24 made in Article 51, Section 117 of Public Act 90-0585, is
25 reappropriated from the General Revenue Fund to the
26 Department of Natural Resources for a grant to Palatine
27 Township for all costs associated with the alleviation of
28 flooding.
29 Section 107. The sum of $250,000, or so much thereof as
30 may be necessary and as remains unexpended at the close of

14 Section 109. The sum of $200,000, or so much thereof as

16 business on June 30, 1999, from an appropriation heretofore
17 made in Article 51, Section 158 of Public Act 90-0585, is
18 reappropriated from the General Revenue Fund to the
19 Department of Natural Resources for a grant to the City of
20 Georgetown to continue its study of public water needs.
21 Section 110. The sum of $288,000, or so much thereof as
22 may be necessary and as remains unexpended at the close of
23 business on June 30, 1999, from an appropriation heretofore
24 made in Article 51, Section 222 of Public Act 90-0585, is
25 reappropriated from the General Revenue Fund to the
26 Department of Natural Resources for a grant to Peoria County
27 for flood hazard mitigation and land acquisition.

11 90-0585, is reappropriated from the Capital Development Fund
12 to the Department of Natural Resources for grants to public
13 museums for permanent improvements.
14 Section 113. The sum of $5,000,000, new appropriation,
15 is appropriated and the the sum of $5,000,000, or so much
16 thereof as may be necessary and as remains unexpended at the
17 close of business on June 30, 1999, from an appropriation
18 heretofore made in Article 51, Section 92a of Public Act
19 90-0585, is appropriated from the General Revenue Fund to the
20 Department of Natural Resources for education and technology
21 partnerships between museums and schools and expenses
22 connected with the administration of grants to museums.
23 Section 114. No contract shall be entered into or
24 obligation incurred or any expenditure made from an
25 appropriation herein made in Sections 1, 2, 3, 4, 6, 18, 19,
26 20, 21, 22, 26, 27, 28, 36, 37, 40, 41, 42, 43, 44, 45, 46,
