1 AN ACT concerning grants to fire protection districts,
2 amending named Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Finance Act is amended by adding
6 Section 5.490 as follows:
7 (30 ILCS 105/5.490 new)
8 Sec. 5.490. The Illinois Fire Distribution Fund.
9 Section 10. The Fire Protection District Act is amended
10 by adding Sections 13.05 and 13.10 as follows:
11 (70 ILCS 705/13.05 new)
12 Sec. 13.05. Report. Each fire protection district must
13 report to the Office of the State Fire Marshal, no later than
14 March 15 of each year, the amount of funds realized by that
15 district from tax levies during the preceding year.

17 Sec. 13.10. Illinois Fire Distribution Fund.
18 (a) There is created the Illinois Fire Distribution
19 Fund, a special fund in the State treasury, and, subject to
20 appropriation, moneys in the Fund may be used by the Office
21 of the State Fire Marshal to make grants to fire protection
22 districts.
23 (b) On July 1, 1999 and on July 1 of each year
24 thereafter, the State Comptroller and the State Treasurer
25 shall transfer an amount, not to exceed $20,000,000, equal to
26 the amount appropriated by the General Assembly for grants
27 under this Section from the General Revenue Fund to the
28 Illinois Fire Distribution Fund.

1 (c) On August 1, 2000 and on August 1 of each year
2 thereafter, the Office of the State Fire Marshal shall make
3 grants out of the Fund, in an amount not to exceed the amount
4 transferred to the Fund, to fire protection districts for the
5 preceding calendar year. The amount of the grant shall be
6 equal to that proportion of the total distribution from the
7 Fund that is equal to the fire protection district's
8 proportion of the total amount of funds realized statewide
9 from tax levies reported under Section 13.05.
10 Section 99. Effective date. This Act takes effect upon
11 becoming law.
