1 AMENDMENT TO SENATE BILL 1054
2 AMENDMENT NO. . Amend Senate Bill 1054 as follows:
3 on page 1, lines 1 and 5, by replacing "21-2" each time it
4 appears with "21-2 and adding Section 21-27"; and
5 on page 3, by replacing lines 6 through 8 with the following:
6 "Education. However, each teacher who holds a Master
7 Certificate shall be eligible for a teaching position in this
8 State in the areas for which he or she holds a Master
9 Certificate without satisfying any other requirements of this
10 Code, except for those requirements pertaining to criminal
11 background checks. A teacher who holds a Master Certificate
12 shall be deemed to meet State certification renewal
13 requirements for the 7-year term of the teacher's Master
14 Certificate."; and
15 on page 3, below line 10, by inserting the following:
16 "(105 ILCS 5/21-27 new)
17 Sec. 21-27. The Illinois Teaching Excellence Program.
18 The Illinois Teaching Excellence Program is hereby
19 established to provide categorical funding for monetary
20 incentives and bonuses for teachers who are employed by
21 school districts and who hold a Master Certificate. The
22 State Board of Education shall allocate and distribute to

1 each school district an amount as annually appropriated by
2 the General Assembly for the Illinois Teaching Excellence
3 Program. Unless otherwise provided by appropriation, each
4 school district's annual allocation shall be the sum of the
5 amounts earned for the following incentives and bonuses:
6 (1) An annual bonus equal to $3,000 to be paid to
7 each teacher who holds a Master Certificate and is
8 employed by a school district. The school district shall
9 distribute the annual bonus to each teacher, and the
10 annual bonus may be paid as a single payment or not more
11 than 3 payments.
12 (2) An annual bonus equal to $1,000 to be paid to
13 each teacher who holds a Master certificate, is employed
14 by a school district, and agrees, in writing, to provide
15 the equivalent of 10 work days of mentoring and related
16 services to classroom teachers in this State. The school
17 district shall distribute the annual bonus in a single
18 payment following the completion of all required
19 mentoring and related services for the year. However,
20 credit may not be granted by a school district for
21 mentoring or related services provided during the regular
22 school day or during the total number of days of required
23 service for the school year.".
