 1        AN ACT to re-enact a portion of Public Act 89-21.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  Purpose.  It is the purpose of  this  Act  to
 5    re-enact  a  portion  of  Public  Act 89-21, the State budget
 6    implementation Act for fiscal year 1996.
