1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The following amounts, or so much of those
5 amounts as may be necessary, respectively, are appropriated
6 from the General Revenue Fund to the Illinois Student
7 Assistance Commission for its ordinary and contingent
8 expenses:
9 For Administration

11 For Employee Retirement Contributions
12 Paid by Employer............................. 105,800
13 For State Contributions to State
14 Employees Retirement System.................. 264,200
15 For State Contributions to
16 Social Security.............................. 202,100

25 Section 10. The sum of $135,000, or so much of that
26 amount as may be necessary, is appropriated from the General
27 Revenue Fund to the Illinois Student Assistance Commission
28 for costs associated with administration of the Illinois
29 Higher EdNet, a clearinghouse for post-secondary education
30 financial aid information.

1 Section 15. The sum of $100,000, or so much thereof as
2 may be necessary, is appropriated to the Illinois Student
3 Assistance Commission from the Higher EdNet Fund for costs
4 associated with administration of the Illinois Higher EdNet,
5 a clearinghouse for post-secondary education financial aid
6 information.
7 Section 20. The following named amounts, or so much
8 thereof as may be necessary, respectively, are appropriated
9 from the Education Assistance Fund to the Illinois Student
10 Assistance Commission for its ordinary and contingent
11 expenses:

20 Assistance Commission from the Student Loan Operating Fund
21 for costs associated with the Loan Based Solution System
22 replacement project.
23 Section 35. The sum of $274,449,409, or so much thereof
24 as may be necessary, is appropriated to the Illinois Student
25 Assistance Commission from the General Revenue Fund for
26 payment of grant awards to students eligible to receive such
27 awards, as provided by law, including up to $2,700,000 for
28 transfer into the Monetary Award Program Reserve Fund.
29 Section 40. The sum of $4,500,000, or so much thereof as
30 may be necessary, is appropriated to the Illinois Student
31 Assistance Commission from the Monetary Award Program Reserve

1 Fund for payment of grant awards to full-time and part-time
2 students eligible to receive such awards, as provided by law.
3 Section 45. The following named amounts, or so much
4 thereof as may be necessary, respectively, are appropriated
5 from the General Revenue Fund to the Illinois Student
6 Assistance Commission for the following purposes:
7 Grants and Scholarships
8 For payment of matching grants to Illinois
9 institutions to supplement scholarship
10 programs, as provided by law................. $ 1,000,000
11 For payment of Merit Recognition Scholarships
12 to undergraduate students under the Merit
13 Recognition Scholarship Program provided
14 for in Section 30 of the Higher Education
15 Student Assistance Act....................... 7,000,000
16 For the payment of scholarships to students
17 who are children of policemen or firemen
18 killed in the line of duty, or who are
19 dependents of correctional officers
20 killed or permanently disabled in the line
21 of duty, as provided by law.................. 150,000
22 For payment of Illinois National Guard and
23 Naval Militia Scholarships at State-
24 controlled universities and public
25 community colleges in Illinois to
26 students eligible to receive such
27 awards, as provided by law................... 4,325,000
28 For payment of military Veterans'
29 scholarships at State-controlled
30 universities and at public community
31 colleges for students eligible,

12 Section 50. The following named amounts, or so much
13 thereof as may be necessary, respectively, are appropriated
14 from the Education Assistance Fund to the Illinois Student
15 Assistance Commission for the following purposes:
16 Grants and Scholarships
17 For payment of grant awards to full-time and
18 part-time students eligible to receive such
19 awards, as provided by law................... $ 81,972,591
20 For payment of Illinois Incentive for Access
21 grants as provided by law.................... 4,000,000
22 Total $85,972,591
23 Section 55. The following sum, or so much thereof as may
24 be necessary, is appropriated from the Federal State Student
25 Incentive Trust Fund to the Illinois Student Assistance
26 Commission for the following purpose:
27 Grants
28 For payment of grant awards to full-time and
29 part-time students eligible to receive such
30 awards, as provided by law......................$2,000,000
31 Section 60. The sum of $160,000,000, or so much thereof

1 as may be necessary, is appropriated from the Federal Student
2 Loan Fund to the Illinois Student Assistance Commission for
3 distribution when necessary as a result of guarantees of
4 loans that are uncollectable or for payments required under
5 agreements with the United States Secretary of Education.
6 Section 65. The sum of $1,000,000, or so much thereof as
7 may be necessary, is appropriated from the Federal Reserve
8 Recall Fund to the Illinois Student Assistance Commission for
9 default aversion activities.
10 Section 70. The sum of $71,200,000, or so much thereof
11 as may be necessary, is appropriated from the Student Loan
12 Operating Fund to the Illinois Student Assistance Commission
13 for transfer to the Federal Student Loan Fund from revenues
14 derived from collection payments owed to the U.S. Department
15 of Education, complement revenues, and payments required
16 under agreements with the U.S. Secretary of Education.
17 Section 75. The sum of $3,000,000, or so much thereof as
18 may be necessary, is appropriated to the Illinois Student
19 Assistance Commission from the Federal Student Loan Fund for
20 transfer to the Student Loan Operating Fund for activities
21 related to the collection and administration of default
22 prevention fees.
23 Section 80. The sum of $2,000,000, or so much thereof as
24 may be necessary, is appropriated to the Illinois Student
25 Assistance Commission from the Student Loan Operating Fund
26 for transfer to the Federal Student Loan Fund for activities
27 related to loan complement payments.
28 Section 85. The sum of $5,000,000, or so much thereof as
29 may be necessary, is appropriated to the Illinois Student

1 Assistance Commission from the Federal Student Loan Fund for
2 transfer to the Federal Reserve Recall Fund for activities
3 related to the federally mandated recall of student loan
4 reserves.
5 Section 90. The sum of $60,000, or so much of that
6 amount as may be necessary, is appropriated from the Accounts
7 Receivable Fund to the Illinois Student Assistance Commission
8 for costs associated with the collection of delinquent
9 scholarship awards pursuant to the Illinois State Collection
10 Act of 1986.
11 Section 95. The following named amount, or so much
12 thereof as may be necessary, is appropriated from the Federal
13 Student Assistance Scholarship Fund to the Illinois Student
14 Assistance Commission for the following purpose:
15 For payment of Robert C. Byrd
16 Honors Scholarships.............................$1,800,000
17 Section 100. The sum of $70,000, or so much thereof as
18 may be necessary, is appropriated to the Illinois Student
19 Assistance Commission from the University Grant Fund for
20 payment of grants for the Higher Education License Plate
21 Program, as provided by law.
22 Section 999. Effective date. This Act takes effect on
23 July 1, 2000.
