1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 1
5 Section 1. The following named amounts, or so much
6 thereof as may be necessary, respectively, for the objects
7 and purposes hereinafter named, are appropriated from the
8 Dram Shop Fund to the Liquor Control Commission:
9 For Personal Services ........................ $ 2,006,400
10 For Employee Retirement Contributions
11 Paid by Employer ............................ 80,300
12 For State Contributions to State
13 Employees' Retirement System ................ 204,700
14 For State Contributions to
15 Social Security ............................. 153,500
16 For Group Insurance .......................... 370,000
17 For Contractual Services ..................... 291,900
18 For Travel ................................... 104,100
19 For Commodities .............................. 18,700
20 For Printing ................................. 9,200
21 For Equipment ................................ 9,000
22 For Electronic Data Processing ............... 49,200
23 For Telecommunications Services .............. 74,000
24 For Operation of Automotive Equipment......... 38,000
25 For Refunds .................................. 2,000
26 Total $3,411,000
27 Section 2. The sum of $166,500, or so much thereof as
28 may be necessary, is appropriated from the Dram Shop Fund to
29 the Liquor Control Commission for regulation of alcoholic
30 liquor shipments via express companies, common carriers or

1 contract carriers to guard against illegal shipments to
2 minors.
3 Section 3. The amount of $670,000, or so much thereof as
4 may be necessary, is appropriated from the Dram Shop Fund to
5 the Liquor Control Commission to conduct a study to determine
6 the extent of enforcement of laws relating to access by
7 minors to tobacco products.
8 Section 4. The sum of $150,000, or so much thereof as
9 may be necessary, is appropriated from the Tobacco Settlement
10 Proceeds Fund to the Liquor Control Commission for the
11 purpose of operating the local government tobacco enforcement
12 grant program.
13 Section 5. The sum of $1,000,000, or so much thereof as
14 may be necessary, is appropriated from the Tobacco Settlement
15 Proceeds Fund to the Liquor Control Commission for grants to
16 local governmental units to establish enforcement programs
17 that will reduce youth access to tobacco products.
18 Section 6. The following amounts, or so much thereof as
19 may be necessary, respectively, are appropriated for the
20 Retailer Education Program from the Dram Shop Fund to the
21 Liquor Control Commission, for the objects and purposes
22 hereinafter named:

9 Section 7. The sum of $141,000, or so much thereof as
10 may be necessary, is appropriated from the Dram Shop Fund to
11 the Liquor Control Commission for the purpose of enforcing
12 the Illinois Wine and Spirits Industry Fair Dealing Act of
13 1999.
14 Section 8. The sum of $630,000, or so much thereof as
15 may be necessary, is appropriated from the Dram Shop Fund to
16 the Liquor Control Commission for the purpose of operating
17 the Beverage Alcohol Sellers and Servers Education and
18 Training (BASSET) Program.
19 Section 99. Effective date. This Act takes effect on
20 July 1, 2000.
