1 AN ACT making appropriations and reappropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 1
5 Division FY01. This Division contains appropriations
6 made for the fiscal year beginning July 1, 2000, for the
7 purposes of the Illinois FIRST Program.
8 Section 1. The sum of $2,000,000, or so much thereof as
9 may be necessary, is appropriated from the Build Illinois
10 Bond Fund to the Department of Natural Resources for grants
11 and contracts for well plugging and restoration projects.
12 Section 2. The sum of $3,000,000, or so much thereof as
13 may be necessary, is appropriated from the Build Illinois
14 Bond Fund to the Department of Natural Resources for the
15 Division of Water Resources for costs associated with the
16 repair of the Lake Michigan shoreline in Chicago. The
17 appropriated amount shall be in addition to any other
18 appropriated amounts which can be expended for these
19 purposes.
20 Section 3. The sum of $2,000,000, or so much thereof as
21 may be necessary, is appropriated from the Build Illinois
22 Bond Fund to the Environmental Protection Agency for deposit
23 into the Brownfields Redevelopment Fund for use pursuant to
24 Section 58.15 of the Environmental Protection Act.
25 Section 4. The sum of $10,000,000, or so much thereof as
26 may be necessary, is appropriated from the Build Illinois
27 Bond Fund to the Environmental Protection Agency for deposit

1 into the Hazardous Waste Fund for use pursuant to Section
2 22.2 of the Environmental Protection Act.
3 Section 5. The sum of $25,000,000, or so much thereof as
4 may be necessary, is appropriated from the Build Illinois
5 Bond Fund to the Department of Commerce and Community Affairs
6 for grants and loans pursuant to Article 8, Article 9 or
7 Article 10 of the Build Illinois Act.
8 Section 6. The sum of $2,000,000, or so much thereof as
9 may be necessary, is appropriated from the Build Illinois
10 Purposes Fund to the Department of Commerce and Community
11 Affairs for the purpose of making grants to community
12 organizations, for not-for-profit corporations, or local
13 governments linked to the development of job creation
14 projects, capital projects or any other projects that would
15 increase economic development in economically depresssed
16 areas within the state.
17 Section 9. The sum of $832,000, or so much thereof as
18 may be necessary, is appropriated from the Build Illinois
19 Bond Fund to the Capital Development Board for the Department
20 of Agriculture for a grant to Meredosia for a levee
21 project.
22 Section 10. The following named amounts, or so much
23 thereof as may be necessary, are appropriated from the Build
24 Illinois Bond Fund to the Capital Development Board for the
25 Department of Central Management Services for the projects
26 hereinafter enumerated:

26 services and all other expenses required to complete the work
27 at the various community colleges. This appropriated amount
28 shall be in addition to any other appropriated amounts which
29 can be expended for these purposes.

19 Division FY00. The reappropriations in this Division
20 continue certain appropriations initially made for the fiscal
21 year beginning July 1, 1999 for the purposes of the Illinois
22 FIRST Program.
23 Section 1-1. The sum of $4,000,000, or so much thereof
24 as may be necessary and remains unexpended at the close of
25 business on June 30, 2000, from an appropriation heretofore
26 made for such purpose in Article 40, Division I, Section 1-1,
27 of Public Act 91-20, as amended, is reappropriated from the
28 Build Illinois Bond Fund to the Capital Development Board for
29 the Board of Higher Education for miscellaneous capital
30 improvements including construction, reconstruction,
31 remodeling, improvement, repair and installation of capital

1 facilities, cost of planning, supplies, equipment, materials,
2 services and all other expenses required to complete the work
3 at the various universities set forth below. This
4 appropriated amount shall be in addition to any other
5 appropriated amounts which can be expended for these
6 purposes.

22 made for such purpose in Article 40, Division I, Section 1-2
23 of Public Act 91-20, as amended, is reappropriated from the
24 Build Illinois Bond Fund for the Illinois Community College
25 Board for remodeling of facilities for compliance with the
26 Americans with Disabilities Act. This appropriated amount
27 shall be in addition to any other appropriated amounts which
28 can be expended for these purposes.
29 Section 1-3. The sum of $10,000,000, or so much thereof
30 as may be necessary and remains unexpended at the close of
31 business on June 30, 2000, from an appropriation heretofore

1 made for such purpose in Article 40, Division I, Section 1-3
2 of Public Act 91-20, as amended, is reappropriated from the
3 Build Illinois Bond Fund to the Capital Development Board for
4 miscellaneous capital improvements to state facilities
5 including construction, reconstruction, remodeling,
6 improvement, repair and installation of capital facilities,
7 cost of planning, supplies, equipment, materials, services
8 and all other expenses required to complete the work at the
9 facilities. This appropriated amount shall be in addition to
10 any other appropriated amounts which can be expended for
11 these purposes.
12 Section 1-4. The sum of $10,000,000, or so much thereof
13 as may be necessary and remains unexpended at the close of
14 business on June 30, 2000, from an appropriation heretofore
15 made for such purpose in Article 40, Division I, Section 1-4
16 of Public Act 91-20, as amended, is reappropriated from the
17 Build Illinois Bond Fund to the Capital Development Board for
18 the Historic Preservation Agency for all costs associated
19 with the stabilization and restoration of the Pullman
20 Historic Site.
21 Section 1-5. The sum of $1,613,421, or so much thereof
22 as may be necessary and remains unexpended at the close of
23 business on June 30, 2000, from an appropriation heretofore
24 made for such purpose in Article 40, Division I, Section 1-5
25 of Public Act 91-20, as amended, is reappropriated from the
26 Build Illinois Bond Fund to the Department of Natural
27 Resources for grants and contracts for well plugging and

24 Build Illinois Bond Fund to the Environmental Protection
25 Agency for deposit into the Hazardous Waste Fund for use
26 pursuant to Section 22.2 of the Environmental Protection Act.
27 Section 1-9. The sum of $25,000,000, or so much thereof
28 as may be necessary and remains unexpended at the close of
29 business on June 30, 2000, from an appropriation heretofore
30 made for such purpose in Article 40, Division I, Section 1-9
31 of Public Act 91-20, as amended, is reappropriated from the

1 Build Illinois Bond Fund to the Department of Commerce and
2 Community Affairs for grants and loans pursuant to Article 8
3 or Article 10 of the Build Illinois Act.
4 Section 1-10. The amount of $6,850,000, or so much
5 thereof as may be necessary and remains unexpended at the
6 close of business on June 30, 2000, from an appropriation
7 heretofore made for such purpose in Article 40, Division I,
8 Section 1-10 of Public Act 91-20, as amended, is
9 reappropriated from the Build Illinois Bond Fund to the
10 Department of Commerce and Community Affairs (formerly to the
11 Environmental Protection Agency) for grants to units of local
12 government for infrastructure improvements and expansions
13 related to water and sewer systems.
14 Section 1-11. The amount of $12,500,000, or so much
15 thereof as may be necessary and remains unexpended at the
16 close of business on June 30, 2000, from an appropriation
17 heretofore made for such purpose in Article 40, Division I,
18 Section 1-11 of Public Act 91-20, as amended, is
19 reappropriated from the Build Illinois Bond Fund to the
20 Department of Commerce and Community Affairs for grants to
21 units of local government for infrastructure improvements
22 including but not limited to planning, construction,
23 reconstruction, renovation, utilities and equipment.
24 Section 1-12. The amount of $9,000,000, or so much
25 thereof as may be necessary and remains unexpended at the
26 close of business on June 30, 2000, from an appropriation
27 heretofore made for such purpose in Article 40, Division I,
28 Section 1-12 of Public Act 91-20, as amended, is
29 reappropriated from the Build Illinois Bond Fund to the
30 Department of Transportation for a grant to the Illinois
31 Institute of Technology for a public transit noise barrier.

1 Section 1-13. The amount of $2,000,000, or so much
2 thereof as may be necessary and remains unexpended at the
3 close of business on June 30, 2000, from an appropriation
4 heretofore made for such purpose in Article 40, Division I,
5 Section 1-13 of Public Act 91-20, as amended, is
6 reappropriated from the Build Illinois Bond Fund to the
7 Capital Development Board to plan and construct an industrial
8 training center at Illinois Central College.
9 Section 1-14. The amount of $2,500,000, or so much
10 thereof as may be necessary and remains unexpended at the
11 close of business on June 30, 2000, from an appropriation
12 heretofore made for such purpose in Article 40, Division I,
13 Section 1-14 of Public Act 91-20, as amended, is
14 reappropriated from the Build Illinois Bond Fund to the
15 Capital Development Board for the Illinois Community College
16 Board for equipment and all other expenses necessary to
17 complete the permanent facilities of Heartland Community
18 College. Community College.
19 Section 1-15. The sum of $2,000,000, or so much thereof
20 as may be necessary and remains unexpended at the close of
21 business on June 30, 2000, from an appropriation heretofore
22 made for such purpose in Article 40, Division I, Section 1-15
23 of Public Act 91-20, as amended, is reappropriated from the
24 Build Illinois Purposes Fund to the Department of Commerce
25 and Community Affairs for making grants to community
26 organizations, for not-for-profit corporations, or local
27 governments linked to the development of job creation
28 projects, capital projects or any other projects that would
29 increase economic development in economically depressed areas
30 within the State.
31 Section 2-1. The sum of $1,000,000, or so much thereof

1 as may be necessary and remains unexpended at the close of
2 business on June 30, 2000, from an appropriation heretofore
3 made for such purpose in Article 40, Division I, Section 2-1
4 of Public Act 91-20, as amended, is reappropriated from the
5 Build Illinois Bond Fund to the Board of Higher Education for
6 a grant to Elmhurst College for infrastructure improvements.
7 Section 2-2. The sum of $488,000, or so much thereof as
8 may be necessary and remains unexpended at the close of
9 business on June 30, 2000, from an appropriation heretofore
10 made for such purpose in Article 40, Division I, Section 2-2
11 of Public Act 91-20, as amended, is reappropriated from the
12 Build Illinois Bond Fund to the Board of Higher Education for
13 a grant to Roosevelt University for infrastructure
14 improvements.
15 Section 2-3. The sum of $400,000, or so much thereof as
16 may be necessary and remains unexpended at the close of
17 business on June 30, 2000, from an appropriation heretofore
18 made for such purpose in Article 40, Division I, Section 2-3
19 of Public Act 91-20, as amended, is reappropriated from the
20 Build Illinois Bond Fund to the Board of Higher Education for
21 a soccer field complex at the University of Illinois -
22 Springfield.
23 Section 2-4. The sum of $110,000, or so much thereof as
24 may be necessary and remains unexpended at the close of
25 business on June 30, 2000, from an appropriation heretofore
26 made for such purpose in Article 40, Division I, Section 2-4
27 of Public Act 91-20, as amended, is reappropriated from the
28 Build Illinois Bond fund to the Capital Development Board for
29 a grant to the City of Carbondale for a teen center.
30 Section 2-5. The sum of $500,000, or so much thereof as

1 may be necessary and remains unexpended at the close of
2 business on June 30, 2000, from an appropriation heretofore
3 made for such purpose in Article 40, Division I, Section 2-5
4 of Public Act 91-20, as amended, is reappropriated from the
5 Build Illinois Bond Fund to the Capital Development Board for
6 a grant to the North Suburban Special Recreation Association
7 for a new facility.
8 Section 2-6. The sum of $600,000, or so much thereof as
9 may be necessary and remains unexpended at the close of
10 business on June 30, 2000, from an appropriation heretofore
11 made for such purpose in Article 40, Division I, Section 2-6
12 of Public Act 91-20, as amended, is reappropriated from the
13 Build Illinois Bond Fund to the Capital Development Board
14 for a grant to the Elmhurst Hospital for improvements for
15 life safety.
16 Section 2-7. The sum of $500,000, or so much thereof as
17 may be necessary and remains unexpended at the close of
18 business on June 30, 2000, from an appropriation heretofore
19 made for such purpose in Article 40, Division I, Section 2-7
20 of Public Act 91-20, as amended, is reappropriated from the
21 Build Illinois Bond Fund to the Capital Development Board for
22 a grant to the Itasca Park District for all costs for
23 recreation expansion.
24 Section 2-8. The sum of $25,000, or so much thereof as
25 may be necessary and remains unexpended at the close of
26 business on June 30, 2000, from an appropriation heretofore
27 made for such purpose in Article 40, Division I, Section 2-8
28 of Public Act 91-20, as amended, is reappropriated from the
29 Build Illinois Bond Fund to the Capital Development Board for
30 a grant to the People's Resource Center for a new medical
31 building and equipment.

1 Section 2-9. The sum of $50,000, or so much thereof as
2 may be necessary and remains unexpended at the close of
3 business on June 30, 2000, from an appropriation heretofore
4 made for such purpose in Article 40, Division I, Section 2-9
5 of Public Act 91-20, as amended, is reappropriated from the
6 Build Illinois Bond Fund to the Capital Development Board for
7 a grant to the Village of Winfield for infrastructure
8 improvement.
9 Section 2-11. The sum of $200,000, or so much thereof as
10 may be necessary and remains unexpended at the close of
11 business on June 30, 2000, from an appropriation heretofore
12 made for such purpose in Article 40, Division I, Section 2-11
13 of Public Act 91-20, as amended, is reappropriated from the
14 Build Illinois Bond Fund to the Capital Development Board for
15 a grant to the Village and Township of Philo for
16 infrastructure improvements.
17 Section 2-12. The sum of $180,000, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2000, from an appropriation heretofore
20 made for such purpose in Article 40, Division I, Section 2-12
21 of Public Act 91-20, as amended, is reappropriated from the
22 Build Illinois Bond Fund to the Capital Development Board for
23 a grant to the City of LaHarpe for water system improvements.
24 Section 2-13. The sum of $150,000, or so much thereof as
25 may be necessary and remains unexpended at the close of
26 business on June 30, 2000, from an appropriation heretofore
27 made for such purpose in Article 40, Division I, Section 2-13
28 of Public Act 91-20, as amended, is reappropriated from the
29 Build Illinois Bond Fund to the Capital Development Board for
30 a grant to the Village of Lake Villa for a youth baseball
31 field complex.

1 Section 2-14. The sum of $75,000, or so much thereof as
2 may be necessary and remains unexpended at the close of
3 business on June 30, 2000, from an appropriation heretofore
4 made for such purpose in Article 40, Division I, Section 2-14
5 of Public Act 91-20, as amended, is reappropriated from the
6 Build Illinois Bond Fund to the Capital Development Board for
7 a grant to Parker Township in Clark County to construct a
8 township building.
9 Section 2-15. The sum of $100,000, or so much thereof as
10 may be necessary and remains unexpended at the close of
11 business on June 30, 2000, from an appropriation heretofore
12 made for such purpose in Article 40, Division I, Section 2-15
13 of Public Act 91-20, as amended, is reappropriated from the
14 Build Illinois Bond Fund to the Capital Development Board for
15 a grant to the Harlem Community Center for a 250 car parking
16 lot.
17 Section 2-16. The sum of $200,000, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2000, from an appropriation heretofore
20 made for such purpose in Article 40, Division I, Section 2-16
21 of Public Act 91-20, as amended, is reappropriated from the
22 Build Illinois Bond Fund to the Department of Commerce and
23 Community Affairs for a grant to the Village of Arlington
24 Heights for land acquisition and improvements for a park.
25 Section 2-17. The sum of $100,000, or so much thereof as
26 may be necessary and remains unexpended at the close of
27 business on June 30, 2000, from an appropriation heretofore

6 Section 8-1.21. The amount of $189,520, or so much
7 thereof as may be necessary and remains unexpended on June
8 30, 2000, from appropriations heretofore made for such
9 purposes in Article 40, Division IX, Section 8-1.21 of Public
10 Act 91-20, as amended, is reappropriated from the Build
11 Illinois Bond Fund to the Department of Natural Resources for
12 the completion of the following projects at the approximate
13 costs set forth below:
14 Lower Des Plaines River at Tributaries Watershed
15 - Cook and DuPage Counties - For
16 construction of drainage, flood control,
17 recreation and related improvements and
18 facilities in the Lower Des Plaines
19 Watershed; and for necessary land
20 acquisition, relocation, and related
21 expenses, all in general conformance with
22 the Lower Des Plaines River and Tributaries
23 Watershed Work plan in cooperation with the
24 U.S. Soil Conservation Service and local
25 governments sponsoring this Federal
26 Flood Control project .......................$ 189,520
27 Section 8-1.22. The amount of $33,311, or so much
28 thereof as may be necessary and remains unexpended on June
29 30, 2000, from appropriations heretofore made for such
30 purposes in Article 40, Division IX, Section 8-1.22 of Public
31 Act 91-20, as amended, is reappropriated from the Build

1 Illinois Bond Fund to the Department of Natural Resources for
2 costs associated with drainage, flood control and related
3 improvements.
4 Section 8-2.18. The amount of $25,649, or so much
5 thereof as may be necessary and remains unexpended on June
6 30, 2000, from appropriations heretofore made for such
7 purposes in Article 40, Division IX, Section 8-2.18 of Public
8 Act 91-20, as amended, is reappropriated from the Build
9 Illinois Bond Fund to the Environmental Protection Agency for
10 the purpose of a grant to the Village of Palos Park for the
11 design, engineering and construction of sewers.
12 Section 8-2.28. The amount of $500,000, or so much
13 thereof as may be necessary and remains unexpended on June
14 30, 2000, from appropriations heretofore made for such
15 purposes in Article 40, Division IX, Section 8-2.28 of Public
16 Act 91-20, as amended, is reappropriated from the Build
17 Illinois Bond Fund to the Department of Natural Resources to
18 assist in planning and construction of a water retention
19 project on Tyler Creek.
20 Section 8-2.33. The amount of $50,000, or so much
21 thereof as may be necessary and remains unexpended on June
22 30, 2000, from appropriations heretofore made for such
23 purposes in Article 40, Division IX, Section 8-2.33 of Public
24 Act 91-20, as amended, is reappropriated from the Build
25 Illinois Bond Fund to the Department of Natural Resources for
26 feasibility, engineering, and economic and environmental
27 studies on the LaMoine Lake Project.
28 Section 8-4.5. The amount of $200,000, or so much
29 thereof as may be necessary and remains unexpended on June
30 30, 2000, from appropriations heretofore made for such

1 purposes in Article 40, Division IX, Section 8-4.5 of Public
2 Act 91-20, as amended, is reappropriated from the Build
3 Illinois Bond Fund to the Department of Commerce and
4 Community Affairs for a grant to the City of North Chicago
5 for all costs associated with the planning and construction
6 of a building and parking facility to house a Community
7 Cultural Art Center.
8 Section 8-4.6. The amount of $100,000, or so much
9 thereof as may be necessary and remains unexpended on June
10 30, 2000, from appropriations heretofore made for such
11 purposes in Article 40, Division IX, Section 8-4.6 of Public
12 Act 91-20, as amended, is reappropriated from the Build
13 Illinois Purposes Fund to the Department of Commerce and
14 Community Affairs for a grant to the Metro East Solid Waste
15 Disposal and Energy Producing Service for its ordinary and
16 contingent expenses.
17 Section 8-5.3. The amount of $2,000,000, or so much
18 thereof as may be necessary and remains unexpended on June
19 30, 2000, from appropriations heretofore made for such
20 purposes in Article 40, Division IX, Section 8-5.3 of Public
21 Act 91-20, as amended, is reappropriated from the Build
22 Illinois Bond Fund to the Illinois Community College Board
23 for the City Colleges of Chicago for costs associated with
24 planning, utilities, site improvements, repairs, renovation,
25 remodeling, and construction of Job Training Centers.
26 Section 8-5.6. The amount of $460,003, or so much
27 thereof as may be necessary and remains unexpended on June
28 30, 2000, from appropriations heretofore made for such
29 purposes in Article 40, Division IX, Section 8-5.6 of Public
30 Act 91-20, as amended, is reappropriated from the Build
31 Illinois Bond Fund to the Department of Transportation as a

1 grant to the City of Chicago for a viaduct and roadway
2 improvement program.
3 Division FY86-FY93. The reappropriations in this
4 Division continue certain appropriations initially made for
5 the fiscal years beginning July 1, 1985 through 1992,
6 combined for the purpose of the Build Illinois Program set
7 forth below.
8 Section 10A. The amount of $8,387,599, or so much
9 thereof as may be necessary and remains unexpended on June
10 30, 2000, from appropriations heretofore made for such
11 purposes in Article 40, Division X, Section 10A of Public Act
12 91-20, as amended, is reappropriated from the Build Illinois
13 Bond Fund to the Environmental Protection Agency for grants
14 to units of local government for sewer systems and wastewater
15 treatment facilities pursuant to rules and procedures
16 established under the Anti-Pollution Bond Act.
17 Section 10B. The amount of $78,997,102, or so much
18 thereof as may be necessary, and remains unexpended on June
19 30, 2000, from appropriations heretofore made for such
20 purposes in Article 40, Division X, Section 10B of Public Act
21 91-20, as amended, is reappropriated from the Build Illinois
22 Bond Fund to the Environmental Protection Agency for
23 wastewater compliance grants to units of local government for
24 sewer systems and wastewater treatment facilities pursuant to
25 procedures and rules established under the Anti-Pollution
26 Bond Act. These grants are limited to projects for which the
27 local government provides at least 30% of the project cost.
28 There is an approved project compliance plan, and there is an
29 enforceable compliance schedule prior to the grant award.
30 The grant award will be based on eligible project cost
31 contained in the approved compliance plan.

1 Section 10E. The amount of $796,819, or so much thereof
2 as may be necessary, and remains unexpended on June 30, 2000
3 from appropriations heretofore made for such purposes in
4 Article 40, Division X, Section 10E of Public Act 91-20, as
5 amended, is reappropriated from the Build Illinois Bond Fund
6 to the Capital Development Board for the University of
7 Illinois for miscellaneous capital improvements including
8 construction, reconstruction, remodeling, improvement, repair
9 and installation of capital facilities, costs of planning,
10 supplies, equipment, materials, services, and all other
11 expenses required to complete the work. This appropriation
12 shall be in addition to any other appropriated amounts which
13 can be expended for these purposes.
14 Section 10F. The amount of $8,327, or so much thereof as
15 may be necessary, and remains unexpended on June 30, 2000
16 from appropriations heretofore made for such purposes in
17 Article 40, Division X, Section 10F of Public Act 91-20, as
18 amended, is reappropriated from the Build Illinois Bond Fund
19 to the Capital Development Board for Southern Illinois
20 University for miscellaneous capital improvements including
21 construction, reconstruction, remodeling, improvement, repair
22 and installation of capital facilities, costs of planning,
23 supplies, equipment, materials, services, and all other
24 expenses required to complete the work. This appropriation
25 shall be in addition to any other appropriated amounts which
26 can be expended for these purposes.
27 Section 10G. The amount of $1,162,492, or so much
28 thereof as may be necessary, and remains unexpended on June
29 30, 2000 from appropriations heretofore made for such
30 purposes in Article 40, Division X, Section 10G of Public Act
31 91-20, as amended, is reappropriated from the Build Illinois
32 Bond Fund to the Capital Development Board for the Illinois

1 Community College Board for grants to community colleges
2 repair, renovation, and miscellaneous capital improvements
3 including construction, reconstruction, remodeling,
4 improvement, repair and installation of capital facilities,
5 costs of planning, supplies, equipment, materials, services,
6 and all other expenses required to complete the work. This
7 appropriation shall be in addition to any other appropriated
8 amounts which can be expended for these purposes.
9 Division 995. This Division contains provisions
10 governing the expenditure of funds appropriated in this
11 Article.
12 No contract shall be entered into or obligation incurred
13 for any expenditures from the appropriations made in this
14 Article until after the purposes and amounts have been
15 approved in writing by the Governor.
16 Section 999. Effective date. This Act takes effect on
17 July 1, 2000.
