1 SENATE JOINT RESOLUTION
2 CONSTITUTIONAL AMENDMENT
3 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
4 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
5 REPRESENTATIVES CONCURRING HEREIN, that there shall be
6 submitted to the electors of the State for adoption or
7 rejection at the general election next occurring at least 6
8 months after the adoption of this resolution a proposition to
9 amend Sections 2 and 3 of Article VI of the Illinois
10 Constitution as follows:

12 THE JUDICIARY
13 (ILCON Art. VI, Sec. 2)
14 SECTION 2. JUDICIAL DISTRICTS
15 The State is divided into five Judicial Districts for the
16 selection of Supreme and Appellate Court Judges. The First
17 Judicial District consists of Cook County. The First Judicial
18 District shall be divided into three sub-districts solely for
19 the purpose of the election of Supreme Court Judges. The
20 remainder of the State shall be divided by law into four
21 Judicial Districts of substantially equal population, each of
22 which shall be compact and composed of contiguous counties.

25 SECTION 3. SUPREME COURT - ORGANIZATION
26 The Supreme Court shall consist of seven Judges. One
27 Judge Three shall be selected from each of the sub-districts
28 in the First Judicial District and one from each of the other
29 Judicial Districts. Four Judges constitute a quorum and the
30 concurrence of four is necessary for a decision. Supreme
31 Court Judges shall select a Chief Justice from their number

1 to serve for a term of three years.

3 SCHEDULE
4 This Constitutional Amendment takes effect upon being
5 declared adopted in accordance with Section 7 of the Illinois
6 Constitutional Amendment Act.
