1 SENATE JOINT RESOLUTION
2 WHEREAS, The government of the State of Illinois is
3 concerned with the safety of all citizens within the State;
4 and
5 WHEREAS, The State is responsible for the security of
6 public buildings located in both Springfield and Chicago; and
7 WHEREAS, Recent incidences, both nationally and in
8 Illinois, have led to questions about the security
9 protections in place in public buildings; and
10 WHEREAS, The security measures of our State should be
11 periodically reviewed to take advantage of the new
12 technological advancements available to the law enforcement
13 community; therefore be it
14 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
15 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
16 REPRESENTATIVES CONCURRING HEREIN, That there be created the
17 State Government Building Safety Commission; and be it
18 further
19 RESOLVED, That the Commission shall consist of 11
20 members: 2 members of the Senate appointed by the President
21 of the Senate, one member of the Senate appointed by the
22 Minority Leader of the Senate, 2 members of the House of
23 Representatives appointed by the Speaker of the House, one
24 member of the House of Representatives appointed by the
25 Minority Leader of the House, the Director of the Secretary
26 of State Police or his or her designee, ex-officio, the Chief
27 of Security for the Capitol complex, ex-officio, the
28 Director of Central Management Services or his or her
29 designee, ex-officio, the Director of the State Police or his
30 or her designee, ex officio, and the Superintendent of the
31 City of Chicago Police Department or his or her designee,

1 ex-officio; and be it further
2 RESOLVED, That the President of the Senate and the
3 Speaker of the House shall each choose one member from among
4 their appointments to serve as a co-chairperson for the
5 Commission; and be it further
6 RESOLVED, That the Commission shall meet initially at the
7 call of the chairpersons; and be it further
8 RESOLVED, That the Commission may hold hearings in closed
9 session, and shall receive the assistance of those agencies
10 it deems appropriate; and be it further
11 RESOLVED, That the Commission shall also consult
12 appropriate federal government agencies, if necessary, for
13 its report; and be it further
14 RESOLVED, That the Commission shall survey security
15 procedures of the 50 states at each state capitol building
16 and other primary office buildings of each state government,
17 including the staffing and training of full-time security
18 personnel employed in those buildings, and the use of metal
19 detectors, video cameras, and other screening devices; and be
20 it further
21 RESOLVED, That the Commission shall make recommendations
22 for implementation of increased security procedures, if
23 necessary, for the following buildings: the Capitol
24 Building, the Stratton Building, and the Michael J. Howlett
25 Building in Springfield, the James R. Thompson Center and the
26 State of Illinois Building in Chicago, Illinois; and be it
27 further
28 RESOLVED, That the members of the Commission shall serve
29 without compensation but shall be reimbursed for their
30 reasonable and necessary expenses from funds appropriated by
31 the General Assembly for that purpose; and be it further

1 RESOLVED, That the Commission shall report its findings
2 to the Governor and the General Assembly on or before
3 December 30, 1999; and be it further
4 RESOLVED, That the report may be kept confidential at
5 the discretion of the Commission, except that the report
6 shall be disclosed to the President and Minority Leader of
7 the Senate, the Speaker and Minority Leader of the House, the
8 Secretary of State, and the Governor.
