1 SENATE JOINT RESOLUTION NO. 41
2 (As amended by Senate Amendment No. 1)
3 WHEREAS, The State Board of Education has filed its
4 Report on Waiver of School Code Mandates, dated September 30,
5 1999, with the Senate, the House of Representatives, and the
6 Secretary of State of Illinois as required by Section 2-3.25g
7 of the School Code; and
8 WHEREAS, The charter school financing mechanism specified
9 in subsection (f) of Section 27A-9 of the School Code
10 constitutes a directive to the State Board of Education
11 rather than a mandate on any school district; therefore, be
12 it
13 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
14 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
15 REPRESENTATIVES CONCURRING HEREIN, that the request made by
16 Schaumburg CCSD 54 - Cook with respect to substitute
17 certificates, identified in the report filed by the State
18 Board of Education as request WM199-1227, is disapproved; and
19 be it further
20 RESOLVED, That the request made by Palatine THSD 211 -
21 Cook with respect to substitute certificates, identified in
22 the report filed by the State Board of Education as request
23 WM199-1256-2, is disapproved; and be it further
24 RESOLVED, That the request made by Rock Island-Milan SD
25 41 - Rock Island with respect to substitute certificates,
26 identified in the report filed by the State Board of
27 Education as request WM199-1281-2, is disapproved; and be it
28 further
29 RESOLVED, That the request made by Collinsville CUSD 10 -
30 Madison with respect to the compilation of average daily
31 attendance, identified in the report filed by the State Board
32 of Education as request WM199-1260, is disapproved; and be it

2 RESOLVED, That the request made by Fremont SD 79 - Lake
3 with respect to charter schools, identified in the report
4 filed by the State Board of Education as request WM199-1216
5 (A), is disapproved; and be it further
6 RESOLVED, That the request made by Woodland CCSD 50 -
7 Lake with respect to charter schools, identified in the
8 report filed by the State Board of Education as request
9 WM199-1223 (A), is disapproved; and be it further
10 RESOLVED, That no waiver or modifications of the
11 provisions of subsection (f) of Section 27A-9 of the School
12 Code shall be available to school districts pursuant to
13 Section 2-3.25g of the School Code, and that any application
14 for such a waiver or modification shall be ineligible for
15 consideration.
