1 SENATE JOINT RESOLUTION
2 WHEREAS, Public Act 91-491 amended the School Code by
3 adding Section 22-26, which creates the Task Force on School
4 Safety and is scheduled to be repealed on January 2, 2000;
5 and
6 WHEREAS, Additional time is needed to carry out the work
7 of the task force, and additional persons have requested
8 appointment to the task force; therefore be it
9 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
10 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE CONCURRING
11 HEREIN, that, beginning on January 3, 2000, there is created
12 the Task Force on School Safety consisting of 2 members of
13 the Senate appointed by the President of the Senate, one
14 member of the Senate appointed by the Minority Leader of the
15 Senate, 2 members of the House of Representatives appointed
16 by the Speaker of the House, one member of the House of
17 Representatives appointed by the Minority Leader of the
18 House, 2 regional superintendents of schools appointed by the
19 State Superintendent of Education, one teacher who is a
20 member of the Illinois Federation of Teachers and appointed
21 by the State Superintendent of Education, one teacher who is
22 a member of the Illinois Education Association and appointed
23 by the State Superintendent of Education, one member of the
24 Illinois Sheriffs' Association appointed by the Governor, one
25 member of the State's Attorneys Association appointed by the
26 Governor, one member of the Illinois Public Defenders
27 Association appointed by the Governor, one member of the
28 Illinois Violence Prevention Authority appointed by the
29 Governor, one member appointed by the Governor, one member of
30 the Illinois Principals Association appointed by the Illinois
31 Principals Association, 2 superintendents of school districts
32 appointed by the State Superintendent of Education, one
33 member of the Office of the Illinois Attorney General

1 appointed by the Attorney General, one member of the Illinois
2 Association of Chiefs of Police appointed by the Governor,
3 one member of the Department of State Police appointed by the
4 Governor, and the State Superintendent of Education or the
5 State Superintendent of Education's designee; and be it
6 further
7 RESOLVED, That any appointments made under Section 22-26
8 of the School Code to fill any of the positions mentioned in
9 this resolution shall carry over and remain in effect for the
10 purpose of this resolution; and be it further
11 RESOLVED, That the task force shall meet initially at the
12 call of the Speaker of the House and the President of the
13 Senate, shall select one member as chairperson at its initial
14 meeting, shall thereafter meet at the call of the
15 chairperson, shall identify and review all school safety
16 programs offered by schools and State agencies and make
17 recommendations of successful programs, including without
18 limitation peer mediation, shall study alternative education
19 programs and their current status, waiting lists, and capital
20 needs, shall, in cooperation with the State Board of
21 Education, develop uniform criteria to be implemented in
22 school safety plans, shall make recommendations on the
23 streamlining, centralization, and coordination of school
24 safety resources and programs offered by various entities,
25 agencies, and government units, and shall submit a report on
26 its findings and recommendations to the General Assembly and
27 the Governor by July 1, 2000; and that upon filing its report
28 the task force is dissolved; and be it further
29 RESOLVED, That suitable copies of this resolution be
30 delivered to the President of the Senate, the Minority Leader
31 of the Senate, the Speaker of the House, the Minority Leader
32 of the House, the Governor, the State Superintendent of
33 Education, the Illinois Principals Association, and the
