2 NINETY-FIRST GENERAL ASSEMBLY

4 Senate Resolution No. 41
5 Offered by Senator Kathleen K. Parker
6 WHEREAS, The State of Illinois must ensure that all of
7 its citizens who may need mental health evaluation and
8 treatment receive that evaluation and treatment as
9 expeditiously as possible and at the same time must ensure
10 that those citizens' constitutional and legal rights are
11 protected and enforced; and
12 WHEREAS, The laws of this State should be examined to
13 determine whether this State is fulfilling its
14 responsibilities toward its citizens who may need mental
15 health evaluation and treatment; therefore, be it
16 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
17 ASSEMBLY OF THE STATE OF ILLINOIS, that a Mental Health
18 Evaluation and Treatment Task Force shall convene to examine
19 Illinois laws to determine whether this State is fulfilling
20 its responsibilities toward its citizens who may need mental
21 health evaluation and treatment with respect to involuntary
22 commitment procedures, involuntary psychiatric examination
23 and whether those laws should be changed in order to better
24 enable the State to fulfill its responsibilities; and be it
25 further
26 RESOLVED, That the Task Force shall consist of the
27 following 20 members:
28 (1) Two persons appointed by the President of the Senate.
29 (2) Two persons appointed by the Minority Leader of the
30 Senate.
31 (3) The Secretary of Human Services or his or her
32 designee.

1 (4) The Director of State Police or his or her designee.
2 (5) A representative of the Illinois State's Attorneys
3 Association.
4 (6) A representative of the Illinois State Medical
5 Society.
6 (7) The President of Equip for Equality or his or her
7 designee.
8 (8) A representative of the Guardianship and Advocacy
9 Commission.
10 (9) A representative of the Alliance for the Mentally Ill
11 of Illinois.
12 (10) A representative of the Illinois State Bar
13 Association.
14 (11) A representative of the Chicago Bar Association.
15 (12) A representative of the Mental Health Association in
16 Illinois.
17 (13) A representative of the Community Behavior
18 Healthcare Association of Illinois.
19 (14) A representative of the Illinois Hospital and Health
20 Systems Association.
21 (15) A representative of the Illinois Psychiatric
22 Society.
23 (16) A representative of the Illinois Psychological
24 Association.
25 (17) Two primary consumers of mental health services
26 appointed by the Chairman; and be it further
27 RESOLVED, That the President of the Senate shall

1 designate one of the members appointed by him or her to
2 serve as the chair of the Task Force; and be it further
3 RESOLVED, That the meetings of the Task Force shall be
4 convened at the call of the chair and shall be open to the
5 public; and be it further
6 RESOLVED, That the Task Force shall report its
7 recommendations for legislation to the Senate not later than
8 January 1, 2000; and be it further
9 RESOLVED, That the Task Force members shall not receive
10 any compensation for performing their duties or be reimbursed
11 for any expenses incurred in performing their duties; and be
12 it further
13 RESOLVED, That a suitable copy of this Resolution shall
14 be presented to each member of the Task Force.
