1 SENATE RESOLUTION
2 WHEREAS, The government of the State of Illinois is
3 concerned with the safety of all citizens within the State;
4 and
5 WHEREAS, The State is responsible for the security of
6 public buildings located in both Springfield and Chicago; and
7 WHEREAS, Recent incidences, both nationally and in
8 Illinois, have led to questions about the security
9 protections in place in public buildings and public schools;
10 and
11 WHEREAS, The security measures of our State should be
12 periodically reviewed to take advantage of the new
13 technological advancements available to the law enforcement
14 community; therefore be it
15 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
16 ASSEMBLY OF THE STATE OF ILLINOIS, That there be created the
17 State Government Building Safety Commission; and be it
18 further
19 RESOLVED, That the Commission shall consist of 10
20 members: 3 members of the Senate appointed by the President
21 of the Senate, 2 members of the Senate appointed by the
22 Minority Leader of the Senate, the Director of the Secretary
23 of State Police or his or her designee, ex-officio, the Chief
24 of Security for the Capitol complex, ex-officio, the
25 Director of Central Management Services or his or her
26 designee, ex-officio, the Director of the State Police or his
27 or her designee, ex officio, and the Superintendent of the
28 City of Chicago Police Department or his or her designee,
29 ex-officio; and be it further
30 RESOLVED, That the President of the Senate shall choose
31 one member from among his or her appointments to serve as a

1 chairperson for the Commission; and be it further
2 RESOLVED, That the Commission shall meet initially at the
3 call of the chairperson; and be it further
4 RESOLVED, That the Commission may hold hearings in closed
5 session, and shall receive the assistance of those agencies
6 it deems appropriate; and be it further
7 RESOLVED, That the Commission shall also consult
8 appropriate federal government agencies, if necessary, for
9 its report; and be it further
10 RESOLVED, That the Commission shall survey security
11 procedures of the 50 states at each state capitol building
12 and other primary office buildings of each state government,
13 including the staffing and training of full-time security
14 personnel employed in those buildings, and the use of metal
15 detectors, video cameras, and other screening devices; and be
16 it further
17 RESOLVED, That the Commission shall study the current
18 state of security and safety within Illinois school
19 buildings; and be it further
20 RESOLVED, That the Commission shall make recommendations
21 for implementation of increased security procedures, if
22 necessary, for Illinois public schools, the Capitol
23 Building, the Stratton Building, and the Michael J. Howlett
24 Building in Springfield, the James R. Thompson Center and the
25 State of Illinois Building in Chicago; and be it further
26 RESOLVED, That the members of the Commission shall serve
27 without compensation but shall be reimbursed for their
28 reasonable and necessary expenses from funds appropriated by
29 the General Assembly for that purpose; and be it further
30 RESOLVED, That the Commission shall report its findings

1 to the Governor and the General Assembly on or before
2 December 30, 1999; and be it further
3 RESOLVED, That the report may be kept confidential at
4 the discretion of the Commission, except that the report
5 shall be disclosed to the President and Minority Leader of
6 the Senate, the Secretary of State, and the Governor.
