1 SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate wish to
3 express their sincere condolences to the family and friends
4 of Melvin Doogan, who recently passed away; and
5 WHEREAS, Melvin Doogan was born on a Palos Township farm
6 near 95th Street and Kean Avenue in 1918; he grew up in the
7 area and in 1937 he married Alice Nicolai, an Orland Park
8 native; and
9 WHEREAS, Melvin Doogan spent 34 years in public service
10 to Orland Park, with 20 years as the mayor; he served 14
11 years as trustee, and then spent five terms in the office of
12 mayor, from 1965 to 1985; during his time of service, the
13 village of Orland Park grew from 2,000 residents to 26,000
14 residents; and
15 WHEREAS, Orland Park grew from a farm town to a major
16 economic area during the course of Melvin Doogan's tenure as
17 mayor; he worked with Orland Square mall developers to bring
18 them to the village; he brought Lake Michigan water to the
19 village, acquired the land the would later become the village
20 complex, and began development of Centennial Park; and
21 WHEREAS, Melvin Doogan was affectionately known as "Mr.
22 Orland Park"; he is remembered for never allowing his career
23 to get in the way of his family life; he is recalled as one
24 of the most honest politicians some people had ever met; he
25 "was a person of his word"; his fellow villagers remember him
26 as someone they felt honored to serve with on the village
27 board; and
28 WHEREAS, Melvin Doogan and his wife served as grand
29 marshals of the Orland Days Parade in June of 1999; and
30 WHEREAS, Melvin Doogan is survived by his wife, Alice;
31 his children, Melvin E. Doogan, Carol Englebrecht, Kathleen

1 Sharp, Sallie Shepard, and Joan Heinemann; his 16
2 grandchildren, and his 10 great-grandchildren; therefore, be
3 it
4 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
5 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
6 all that knew and respected him, the death of Melvin Doogan;
7 may there be a sense of peace in this time of loss; and be it
8 further
9 RESOLVED, That a suitable copy of this resolution be
10 presented to the family of Melvin Doogan.
