1 SENATE RESOLUTION
2 WHEREAS, The members of the Senate were saddened to learn
3 of the death of Harl H. Ray of Springfield on Monday, January
4 17, 2000; and
5 WHEREAS, Mr. Ray was born in Waltonville on August 27,
6 1917, the son of James and Sarah Alice Dycus Ray; he was a
7 1936 graduate of Tolono High School; and
8 WHEREAS, He worked for the Illinois Central Railroad
9 prior to serving in the United States Army during World War
10 II; he was stationed with the 791st Railroad Battalion,
11 Persian Gulf Command in Iran as a brakeman; and
12 WHEREAS, After the war, he went to work for the Illinois
13 Central; he took a position with the University of Illinois
14 in the dairy department of the Agricultural College from
15 1951-1958; he served as an operating engineer at the
16 university power plant from 1958-1972; and
17 WHEREAS, He was a member of the Operating Engineers Local
18 399 and AFSCME Local 693; he held all union positions,
19 including president of the Twin City Federation of Labor for
20 many years; and
21 WHEREAS, He was hired in 1972 by the Illinois AFL-CIO as
22 COPE Director and chief lobbyist before being installed as
23 secretary-treasurer in 1979; he retired in 1987; and
24 WHEREAS, Mr. Ray was a member of the American Legion Post
25 24 in Champaign, the William Roy Runyon VFW Post 1237 in
26 Tolono, Masonic Lodge 391 in Tolono, Ancient Accepted
27 Scottish Rite of Freemasonry Valley in Danville, Military
28 Railway Service Veterans Association, and the Westminster
29 Presbyterian Church in Springfield; and
30 WHEREAS, His passing will be deeply felt by his family

1 and friends, especially his wife, Doris; his daughter and
2 son-in-law, Shirley and Lowell Davis; his sons and
3 daughter-in-law, Harl D. and Pam Ray and Thomas W. Ray; his
4 ten grandchildren; and his four great-grandchildren;
5 therefore, be it
6 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
7 ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow
8 and regret the death of Harl H. Ray and extend our sincere
9 condolences to his family and friends; and be it further
10 RESOLVED, That a suitable copy of this resolution be
11 presented to his widow, Doris Ray.
