Sec. 12. No certificate of license shall be issued to any person who is in default to the people of the State of Illinois for moneys due under this Act.

Sec. 12. Default. No certificate of license or timber buyer identification card shall be issued to any person who is in default to the people of the State for moneys due under this Act.
