Title: An Act to render valid all conveyances or other instruments affecting or relating to the title to real or personal property within this State, and instruments or writings relating to any obligation enforceable in this State, that may have been heretofore or that shall hereafter be executed without this State, to which a seal or scroll is not affixed, and for other purposes relating thereto.
