Section 219.427  Alternative Program for Leaks

The Agency shall approve an alternative program of monitoring, recordkeeping, or reporting to that prescribed in this Subpart upon a demonstration by the owner or operator of such plant that the alternative program will provide source personnel and Agency personnel with an equivalent ability to identify and repair leaking components.  Any alternative program can be allowed when approved by the Agency and approved by the USEPA as a SIP revision.
