AN ACT concerning State government.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 1. Purpose. The purpose of this Act is to help | ||||
homeless service providers receive federal resources during | ||||
public health emergencies, including personal protective | ||||
equipment for which the Federal Emergency Management Agency | ||||
has final authority for reimbursement. | ||||
Section 5. The Department of Public Health Powers and | ||||
Duties Law of the
Civil Administrative Code of Illinois is | ||||
amended by adding Section 2310-434 as follows: | ||||
(20 ILCS 2310/2310-434 new) | ||||
Sec. 2310-434. Homeless service providers. | ||||
(a) In this Section, "homeless service provider" means a | ||||
person or entity who provides services to homeless persons | ||||
under any of the programs of or identified by the Department of | ||||
Human Services. | ||||
(b) The Department shall consider all homeless service | ||||
providers in the State to be essential critical infrastructure | ||||
workers in accordance with the most recent guidance from the | ||||
federal Cybersecurity and Infrastructure Security Agency. The | ||||
Department shall ensure that homeless service providers |
qualify for the same priority benefits afforded to frontline | ||
workers by the State, including, but not limited to: | ||
(1) federal funding for relief relating to public | ||
health emergencies; | ||
(2) personal protective equipment; and | ||
(3) vaccinations. | ||
(c) In accordance with this Section, during a | ||
federally-designated public health emergency or a public | ||
health disaster declared by a proclamation issued by the | ||
Governor under Section 7 of the Illinois Emergency Management | ||
Agency Act, the Department and the Illinois Emergency | ||
Management Agency shall offer recommendations to their local | ||
counterparts, including local public health departments and | ||
local emergency management assistance agencies, encouraging | ||
them to consider homeless service providers when making | ||
determinations about providing assistance. | ||
(d) The Department may adopt rules for the implementation | ||
and administration of this Section and to ensure that homeless | ||
service providers are considered essential critical | ||
infrastructure workers in the event of a pandemic.

Section 99. Effective date. This Act takes effect upon | ||
becoming law.
