    AN ACT concerning schools.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section  5.  The  School  Construction  Law is amended by
adding Section 5-60 as follows:

    (105 ILCS 230/5-60 new)
    Sec. 5-60.  School capital needs  assessment.  The  State
Board  of  Education  and the Capital Development Board shall
file with the General  Assembly  a  comprehensive  assessment
report  of  the capital needs of all school districts in this
State before January 1, 2005 and every  2  years  thereafter.
This  assessment shall include without limitation an analysis
of the 6 categories of capital needs prioritized  in  Section
5-30 of this Law.

    Section  99.  Effective  date. This Act takes effect upon
becoming law.
