AN ACT concerning State government.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 5. The Department of Commerce and Economic | ||||
Opportunity Law of the
Civil Administrative Code of Illinois is | ||||
amended by adding Sections 605-980 and 605-981 as follows: | ||||
(20 ILCS 605/605-980 new) | ||||
Sec. 605-980. Smart cities grant program. Subject to | ||||
appropriation, the Department may establish and administer a | ||||
program to make grants to municipalities for urban preservation | ||||
and redevelopment as well as green technology. The Department | ||||
shall work in cooperation with local municipalities in order to | ||||
provide funds to meet the municipalities' identified public | ||||
infrastructure and urban improvement needs. The grant program | ||||
shall be permissive and subject to appropriation by the General | ||||
Assembly. | ||||
"Identified public infrastructure and urban improvement | ||||
needs" include plans adopted by the municipality that have the | ||||
following elements: an assessment of all public facilities and | ||||
services, including, but not limited to, roads and other | ||||
transportation facilities, sewers, schools, parks and open | ||||
space, and fire and police services. Any municipality that is | ||||
approved for grant moneys under this Section must develop a |
5-year plan for the replacement and expansion of existing | ||
public facilities or the construction of any new facilities | ||
that are required to meet expected growth and economic | ||
development. The plan shall be reviewed by the Department. The | ||
plan must include a projection of when and where those | ||
facilities will be required and an assessment of the | ||
anticipated costs for replacement, expansion, or construction | ||
of public facilities.

Municipalities receiving grant moneys under this Section | ||
are encouraged to use local small businesses within the | ||
municipality whenever possible.

Sec. 605-981. Green cities grant program. Subject to | ||
appropriation, the Department may establish and administer a | ||
program to make grants to municipalities whose buildings | ||
conform with nationally recognized and accepted green building | ||
guidelines, standards, or systems. Grants may be used for new | ||
construction, existing buildings, commercial interiors, core | ||
and shell development, homes, schools, or neighborhood | ||
development. The grant program shall be permissive and subject | ||
to appropriation by the General Assembly. | ||
Municipalities receiving grant moneys under this Section | ||
are encouraged to use local small businesses within the | ||
municipality whenever possible.
