    AN ACT concerning local government.

 
    Be it enacted by the People of the State of Illinois,
 
represented in the General Assembly:


 
    Section 5. The Counties Code is amended  by changing Section 
3-5031 as follows:
 



    (55 ILCS 5/3-5031)  (from Ch. 34, par. 3-5031)



    Sec. 3-5031. Penalty. If any recorder shall willfully fail 
to perform
any duty imposed upon him by this Division, he shall 
be guilty
of malfeasance in office, and shall be punished 
accordingly, and shall be
liable to the party injured for all 
damages occasioned thereby.
