    AN ACT concerning local government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Counties Code is amended by adding Section
5-1131 as follows:
 
    (55 ILCS 5/5-1131 new)
    Sec. 5-1131. Americans with Disabilities Act coordinator;
posting and publication.
    (a) Within 90 days after the effective date of this
amendatory Act of the 96th General Assembly, each county that
maintains a website must post on the county's website the
following information:
        (1) the name, office address, and telephone number of
    the Americans with Disabilities Act coordinator, if any,
    employed by the county; and
        (2) the grievance procedures, if any, adopted by the
    county to resolve complaints alleging a violation of Title
    II of the Americans with Disabilities Act.
    (b) If a county does not maintain a website, then the
county must, within 90 days after the effective date of this
amendatory Act of the 96th General Assembly, and at least once
every other year thereafter, publish in either a newspaper of
general circulation within the county or a newsletter published
by the county and mailed to county residents the information
required in item (1) of subsection (a) and either the
information required in item (2) of subsection (a) or
instructions for obtaining such information from the county.
    (c) No home rule county may adopt posting or publication
requirements that are less restrictive than this Section. This
Section is a limitation under subsection (i) of Section 6 of
Article VII of the Illinois Constitution on the concurrent
exercise by home rule units of powers and functions exercised
by the State.
 
    Section 10. The Township Code is amended by adding Section
85-60 as follows:
 
    (60 ILCS 1/85-60 new)
    Sec. 85-60. Americans with Disabilities Act coordinator;
posting and publication.
    (a) Within 90 days after the effective date of this
amendatory Act of the 96th General Assembly, each township that
maintains a website must post on the township's website the
following information:
        (1) the name, office address, and telephone number of
    the Americans with Disabilities Act coordinator, if any,
    employed by the township; and
        (2) the grievance procedures, if any, adopted by the
    township to resolve complaints alleging a violation of
    Title II of the Americans with Disabilities Act.
    (b) If a township does not maintain a website, then the
township must, within 90 days after the effective date of this
amendatory Act of the 96th General Assembly, and at least once
every other year thereafter, publish in either a newspaper of
general circulation within the township or a newsletter
published by the township and mailed to township residents the
information required in item (1) of subsection (a) and either
the information required in item (2) of subsection (a) or
instructions for obtaining such information from the township.
 
    Section 15. The Illinois Municipal Code is amended by
adding Section 1-1-11 as follows:
 
    (65 ILCS 5/1-1-11 new)
    Sec. 1-1-11. Americans with Disabilities Act coordinator;
posting and publication.
    (a) Within 90 days after the effective date of this
amendatory Act of the 96th General Assembly, each municipality
that maintains a website must post on the municipality's
website the following information:
        (1) the name, office address, and telephone number of
    the Americans with Disabilities Act coordinator, if any,
    employed by the municipality; and
        (2) the grievance procedures, if any, adopted by the
    municipality to resolve complaints alleging a violation of
    Title II of the Americans with Disabilities Act.
    (b) If a municipality does not maintain a website, then the
municipality must, within 90 days after the effective date of
this amendatory Act of the 96th General Assembly, and at least
once every other year thereafter, publish in either a newspaper
of general circulation within the municipality or a newsletter
published by the municipality and mailed to residents of the
municipality the information required in item (1) of subsection
(a) and either the information required in item (2) of
subsection (a) or instructions for obtaining such information
from the municipality.
    (c) No home rule municipality may adopt posting or
publication requirements that are less restrictive than this
Section. This Section is a limitation under subsection (i) of
Section 6 of Article VII of the Illinois Constitution on the
concurrent exercise by home rule units of powers and functions
exercised by the State.
 
    Section 90. The State Mandates Act is amended by adding
Section 8.33 as follows:
 
    (30 ILCS 805/8.33 new)
    Sec. 8.33. Exempt mandate. Notwithstanding Sections 6 and 8
of this Act, no reimbursement by the State is required for the
implementation of any mandate created by this amendatory Act of
the 96th General Assembly.
