AN ACT concerning public utilities.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 5. The Public Utilities Act is amended by changing | ||||
Section 19-130 as follows:
| ||||
(220 ILCS 5/19-130)
| ||||
Sec. 19-130. Commission study and report. The Commission's | ||||
Office of Retail Market Development Beginning in 2003, and | ||||
ending
in 2007, the Commission shall prepare an annual
report | ||||
regarding the
development of competitive retail natural gas | ||||
markets in Illinois. The report shall be approved by the | ||||
Commission and be filed by
July 1
of each odd year with the | ||||
Joint
Committee on Legislative Support Services of the General | ||||
Assembly and the
Governor and shall be
publicly available. The | ||||
report shall include, at a minimum, the following
information:
| ||||
(1) the aggregate annual demand of retail natural gas | ||||
customers in the
State of Illinois in the preceding
| ||||
calendar year;
| ||||
(2) the total annual therms delivered and sold to | ||||
retail customers in the
State of Illinois by each gas
| ||||
utility
and each alternative gas
supplier in the preceding | ||||
calendar year;
| ||||
(3) the percentage of therms delivered and sold to |
customers in the State
of
Illinois in the preceding
| ||
calendar year by each gas utility
and
each alternative gas | ||
supplier;
| ||
(4) the total number of customers in the State of | ||
Illinois served in the
preceding calendar year by each gas | ||
utility and each alternative gas supplier;
| ||
(1) (5) an analysis of the status and development of | ||
the retail natural gas
market in the State of Illinois; and | ||
(2) a discussion of any identified barriers to the | ||
development of competitive retail natural gas markets in | ||
Illinois and proposed solutions to overcome identified | ||
barriers; and
| ||
(3) (6) any other information the Commission considers | ||
significant in
assessing
the development of gas
markets in | ||
the State of Illinois.

To aid in preparation of its annual report, as well in its | ||
assessment of barriers to the development of competitive retail | ||
natural gas markets and proposed solutions to overcome those | ||
barriers, the Commission's Office of Retail Market Development | ||
shall gather input from all interested parties as well as from | ||
other bureaus within the Commission. | ||
