AMENDMENT TO HOUSE BILL 141




2    AMENDMENT NO. ______. Amend House Bill 141 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Department of Employment Security Law of 
5the
Civil Administrative Code of Illinois is amended  by adding 
6Section 1005-170 as follows:
 
7    (20 ILCS 1005/1005-170 new)
8    Sec. 1005-170. Unemployment; disproportionate effect upon 
9population segments; investigation and response.
10    (a) The Department has the power and duty to investigate 
11the existence of disproportionate rates of unemployment among 
12various population segments in the State. The Department shall 
13propose programs that promote the reduction of unemployment 
14rates in population segments disproportionately affected by 
15unemployment.
16    (b) The Department shall establish within the Department a

1Bureau consisting of employees of the Department to investigate 
2the extent and causes of disproportionate rates of unemployment 
3among various population segments including, but not limited 
4to, the extent and causes of disproportionate rates of 
5unemployment among African American males.
6    (c) The Bureau shall implement the most effectual 
7strategies within the Department's power to promote African 
8American male employment and reduce disproportionate rates of 
9unemployment among various population segments.
10    (d) In furtherance of the duties imposed under this 
11Section, the Department may cooperate with other State 
12agencies, similar agencies of other states, the Federal 
13Department of Labor, and with any municipal agency having 
14relevant duties and responsibilities.".
