AMENDMENT TO HOUSE BILL 222 




2    AMENDMENT NO. ______. Amend House Bill 222 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Illinois Procurement Code is amended by 
5changing Section 45-15 as follows:
 



6    (30 ILCS 500/45-15)



7    Sec. 45-15. Soybean oil-based ink and vegetable oil-based 
8ink. 
9    (a) As used in this Section: 
10    "Digital printing" means a printing method which includes, 
11but is not limited to, the electrostatic process of 
12transferring ink or toner to a substrate. This process may 
13involve the use of photo imaging plates, photoreceptor drums, 
14or belts which hold an electrostatic charge. "Digital printing" 
15is also defined as a process of transferring ink through a 
16print head directly to a substrate, as is done with ink-jet

1printers.
2    "Offset printing" means lithography, flexography, gravure, 
3or letterpress. "Offset printing" involves the process of 
4transferring ink through static or fixed image plates using an 
5impact method of pressing ink into a substrate. 
6    (b) Contracts requiring
the procurement of offset printing

7services shall specify the use of soybean oil-based ink or 
8vegetable oil-based ink unless a
State purchasing officer

9determines that another type of ink is required to assure high

10quality and reasonable pricing of
the printed product. 
11    This Section does not apply to digital printing services.

13    Section 99. Effective date. This Act takes effect upon 
14becoming law.".
