SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/28-8.2 new

    Amends the Election Code. Provides for disclosure of certain items when a unit of local government proposes referenda seeking to impose or increase a retailers' occupation tax, a use tax, a service occupation tax, a service use tax, or a property tax, or regarding the issuance of bonds. Provides that such referenda may only appear on ballots once every 23 months. Provides for publication requirements. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Section
528-8.2 as follows:
 
6    (10 ILCS 5/28-8.2 new)
7    Sec. 28-8.2. Revenue referenda disclosure.
8    (a) For purposes of this Section, "revenue referenda" means
9referenda by a unit of local government seeking to impose or
10increase a retailers' occupation tax, a use tax, a service
11occupation tax, a service use tax, or a property tax, or
12regarding the issuance of bonds.
13    (b) Revenue referenda shall contain the following
14information:
15        (1) the amount of the new or increased tax or bond;
16        (2) the amount that this proposed imposition or
17    increase will impact the unit of local government's taxes
18    or bonds;
19        (3) if a bond, the life of the bond and the amounts of
20    principal, interest, and total debt service; and
21        (4) an example of the impact the new or increased tax
22    or bond will have on a family owning a residence worth
23    $100,000, both before and after the issuance of the tax or

1    bond.
2    (c) Revenue referenda seeking the same amount shall only
3appear on ballots once every 23 months.
4    (d) In addition to other notice and publication
5requirements as may be otherwise required by law, the unit of
6local government proposing revenue referenda shall publish the
7referenda question, along with the required disclosures under
8subsection (b) of this Section, no later than 60 days prior to
9the referenda appearing on the ballot in a newspaper of general
10circulation published in the unit of local government and on
11the unit of local government's website and community
12newsletter, if they have one.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.
