AMENDMENT TO HOUSE BILL 1820 




2    AMENDMENT NO. ______. Amend House Bill 1820 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 1. Short title. This Act may be cited as the 
5Illinois Adolescent Girls Domestic Battery Task Force Act.
 
6    Section 5. The Illinois Adolescent Girls Domestic Battery 
7Task Force is created to address the problem of detention of 
8adolescent girls for domestic battery across this State. The 
9members of the task force shall serve without compensation.  The 
10task force shall consist of the following members:
11        (1) three members of the House of Representatives, 
12    appointed by the Speaker of the House of Representatives;
13        (2) three members of the House of Representatives, 
14    appointed by the Minority Leader of the House of 
15    Representatives;
16        (3) three members of the Senate, appointed by the

1    President of the Senate;
2        (4) three members of the Senate, appointed by the 
3    Minority Leader of the Senate;
4        (5) the Executive Director of the Illinois Coalition 
5    Against Domestic Violence, or his or her designee; and
6        (6) the Director of State Police, or his or her 
7    designee.
 
8    Section 10. Administrative support. The Department of 
9Children and Family Services shall provide administrative and 
10other support to the task force.
 
11    Section 15. Duties of the Illinois Adolescent Girls  
12Domestic Battery Task Force.  The task force shall conduct a 
13study on the detention of adolescent girls for domestic battery 
14in this State and shall hold hearings to:
15        (1) develop a State plan to address the detention of 
16    adolescent girls for domestic    battery;
17        (2) create a plan to reduce the detention of adolescent 
18    girls for domestic battery;
19        (3) promote positive outcomes for girls' futures by 
20    circumventing detention and avoiding negative impacts on a 
21    their futures;
22        (4) prepare law enforcement, emergency medical 
23    technicians, and 9-1-1 operators to intervene in an 
24    appropriate manner when responding to a domestic battery

1    incident in which the perpetrator or perpetrators are 
2    adolescent girls;
3        (5) implement a system for the sharing of domestic 
4    violence data between government agencies in a manner that 
5    ensures that the privacy of victims is protected and that 
6    data collection respects the privacy of the victims;
7        (6) establish policies to enable State government to 
8    work with nongovernmental organizations and other segments 
9    of the private sector to prevent domestic violence and 
10    provide assistance to victims of domestic violence who are 
11    United States citizens or foreign nationals;
12        (7) evaluate various approaches used by State and local 
13    governments to increase public awareness of domestic 
14    violence, including both United States citizens and 
15    foreign national victims;
16        (8) develop methods for protecting the rights of 
17    victims of domestic violence, taking into account the need 
18    to consider the human rights and special needs of women and 
19    minors;
20        (9) evaluate the necessity of treating victims of 
21    domestic violence as crime victims rather than criminals; 
22    and
23        (10) develop methods for promoting the safety of 
24    victims of domestic violence.
 
25    Section 20. Report. On or before June 30, 2018, the task

1force shall report its findings and recommendations to the 
2General Assembly by filing copies of the report as provided in 
3Section 3.1 of the General Assembly Organization Act and to the 
4Governor. The task force shall dissolve upon the filing of this 
5report.
 
6    Section 25. Repeal. This Act shall be repealed on July 1, 
72018.
 

8    Section 99. Effective date. This Act takes effect upon 
9becoming law.".
