| 8 | | Section 10. Administrative support. The Department of |
| 9 | | Children and Family Services shall provide administrative and |
| 10 | | other support to the task force. |
| 11 | | Section 15. Duties of the Illinois Adolescent Girls |
| 12 | | Domestic Battery Task Force. The task force shall conduct a |
| 13 | | study on the detention of adolescent girls for domestic battery |
| 14 | | in this State and shall hold hearings to: |
| 15 | | (1) develop a State plan to address the detention of |
| 16 | | adolescent girls for domestic battery; |
| 17 | | (2) create a plan to reduce the detention of adolescent |
| 18 | | girls for domestic battery; |
| 19 | | (3) promote positive outcomes for girls' futures by |
| 20 | | circumventing detention and avoiding negative impacts on a |
| 21 | | their futures; |
| 22 | | (4) prepare law enforcement, emergency medical |
| 23 | | technicians, and 9-1-1 operators to intervene in an |
| 24 | | appropriate manner when responding to a domestic battery |

| 1 | | incident in which the perpetrator or perpetrators are |
| 2 | | adolescent girls; |
| 3 | | (5) implement a system for the sharing of domestic |
| 4 | | violence data between government agencies in a manner that |
| 5 | | ensures that the privacy of victims is protected and that |
| 6 | | data collection respects the privacy of the victims; |
| 7 | | (6) establish policies to enable State government to |
| 8 | | work with nongovernmental organizations and other segments |
| 9 | | of the private sector to prevent domestic violence and |
| 10 | | provide assistance to victims of domestic violence who are |
| 11 | | United States citizens or foreign nationals; |
| 12 | | (7) evaluate various approaches used by State and local |
| 13 | | governments to increase public awareness of domestic |
| 14 | | violence, including both United States citizens and |
| 15 | | foreign national victims; |
| 16 | | (8) develop methods for protecting the rights of |
| 17 | | victims of domestic violence, taking into account the need |
| 18 | | to consider the human rights and special needs of women and |
| 19 | | minors; |
| 20 | | (9) evaluate the necessity of treating victims of |
| 21 | | domestic violence as crime victims rather than criminals; |
| 22 | | and |
| 23 | | (10) develop methods for promoting the safety of |
| 24 | | victims of domestic violence. |
| 25 | | Section 20. Report. On or before June 30, 2018, the task |
