| 4 | | "Section 5. The Illinois Lottery Law is amended by adding |
| 5 | | Section 21.10 as follows:

| 7 | | Sec. 21.10. Scratch-off for Illinois parks. |
| 8 | | (a) The Department shall offer a special instant |
| 9 | | scratch-off game for the purposes of upkeep, maintenance, and |
| 10 | | improvements to Illinois State and local parks. The game shall |
| 11 | | commence on January 1, 2018 or as soon thereafter, at the |
| 12 | | discretion of the Director, as is reasonably practical. The |
| 13 | | operation of the game shall be governed by this Act and any |
| 14 | | rules adopted by the Department. If any provision of this |
| 15 | | Section is inconsistent with any other provision of this Act, |
| 16 | | then this Section governs. |

| 1 | | (b) The Illinois Parks Scratch-off Fund is created as a |
| 2 | | special fund in the State Treasury. Moneys in the Illinois |
| 3 | | Parks Scratch-off Fund shall be used by the Department of |
| 4 | | Natural Resources for the purposes of upkeep, maintenance, |
| 5 | | restoration, and improvements to public parks in the State of |
| 6 | | Illinois, including grants for those purposes. |
| 7 | | Moneys received for the purposes of this Section, |
| 8 | | including, without limitation, net revenue from the special |
| 9 | | instant scratch-off game and from gifts, grants, and awards |
| 10 | | from any public or private entity, must be deposited into the |
| 11 | | Illinois Parks Scratch-off Fund. Any interest earned on moneys |
| 12 | | in the Illinois Parks Scratch-off Fund must be deposited into |
| 13 | | the Illinois Parks Scratch-off Fund. |
| 14 | | For purposes of this subsection, "net revenue" means the |
| 15 | | total amount for which tickets have been sold, less the sum of |
| 16 | | the amount paid out in prizes and the actual administrative |
| 17 | | expenses of the Department solely related to the scratch-off |
| 18 | | game under this Section. |
| 19 | | (c) During the time that tickets are sold for the Illinois |
| 20 | | Parks scratch-off game, the Department shall not unreasonably |
| 21 | | diminish the efforts devoted to marketing any other instant |
| 22 | | scratch-off lottery game. |
| 23 | | (d) The Department may adopt any rules necessary to |
| 24 | | implement and administer the provisions of this Section.
