| 4 | | "Section 5. The Illinois Vehicle Code is amended by adding |
| 5 | | Section 5-110 as follows:

| 7 | | Sec. 5-110. Automobile Dealers' License Task Force. |
| 8 | | (a) There is hereby created the Automobile Dealers' License |
| 9 | | Task Force within the Office of the Secretary of State which |
| 10 | | shall consist of the following members: |
| 11 | | (1) the Secretary of State, or his or her designee, who |
| 12 | | shall serve as Chair of the Task Force; |
| 13 | | (2) one member of the General Assembly, appointed by |
| 14 | | the President of the Senate; |
| 15 | | (3) one member of the General Assembly, appointed by |
| 16 | | the Minority Leader of the Senate; |

| 1 | | (4) one member of the General Assembly, appointed by |
| 2 | | the Speaker of the House of Representatives; |
| 3 | | (5) one member of the General Assembly, appointed by |
| 4 | | the Minority Leader of the House of Representatives; |
| 5 | | (6) the Director of Revenue, or his or her designee; |
| 6 | | (7) the Director of State Police, or his or her |
| 7 | | designee; |
| 8 | | (8) a representative of the Illinois Automobile |
| 9 | | Dealers Association; |
| 10 | | (9) the Attorney General, or his or her designee; and |
| 11 | | (10) a representative of the Alliance of Automobile |
| 12 | | Manufacturers. |
| 13 | | (b) The Task Force shall hold an initial meeting within 60 |
| 14 | | days after the effective date of this amendatory Act of the |
| 15 | | 100th General Assembly and shall meet at least 2 times after |
| 16 | | the initial meeting. |
| 17 | | (c) The Task Force shall conduct a study relating to the |
| 18 | | licensing and oversight of nontraditional vehicle dealers, |
| 19 | | including, but not limited to, new manufacturers, internet |
| 20 | | brokers, and any other nonconventional entity acting as a |
| 21 | | vehicle dealer, in this State. A nontraditional vehicle dealer |
| 22 | | shall not include a dealer licensed under Section 5-101 or |
| 23 | | 5-102 of this Code. |
| 24 | | (d) The Task Force shall report the findings of the study |
| 25 | | to the General Assembly on or before December 31, 2018, at |
| 26 | | which time the Task Force shall be dissolved. |
