| 1 | AMENDMENT TO HOUSE BILL 3166

| 2 | AMENDMENT NO. ______. Amend House Bill 3166 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Illinois Criminal Justice Information Act | ||||||
| 5 | is amended by adding Section 10.3 as follows: | ||||||
| 6 | (20 ILCS 3930/10.3 new) | ||||||
| 7 | Sec. 10.3. Authority funding for programs. Subject to | ||||||
| 8 | appropriation, the Illinois Criminal Justice Information | ||||||
| 9 | Authority shall fund the following programs: | ||||||
| 10 | (1) Street-level violence prevention programs, | ||||||
| 11 | including CeaseFire and other similar programs, that are | ||||||
| 12 | established to anticipate where violence may occur and | ||||||
| 13 | enable and support community interventions before such | ||||||
| 14 | violence occurs. | ||||||
| 15 | (2) Summer jobs programs: a program shall be | ||||||
| 16 | established, in conjunction with other State departments, | ||||||

| |||||||
| 1 | including the Department of Human Services and the | ||||||
| 2 | Department of Commerce and Economic Opportunity, which | ||||||
| 3 | provides funding for summer job programs that specifically | ||||||
| 4 | target at-risk youth. | ||||||
| 5 | (3) Afterschool programs: a program shall be | ||||||
| 6 | established, in conjunction with other State departments, | ||||||
| 7 | including the Department of Human Services, which provides | ||||||
| 8 | funding for afterschool programs that specifically target | ||||||
| 9 | at-risk youth. | ||||||
| 10 | (4) School and community-based case management and | ||||||
| 11 | counseling services that provide school-based early | ||||||
| 12 | intervention and trauma-informed counseling services for | ||||||
| 13 | students. | ||||||
| 14 | (5) Transition programs for formerly incarcerated | ||||||
| 15 | people that provide reentry services for youth and young | ||||||
| 16 | adults returning to the community from youth and adult | ||||||
| 17 | correctional facilities.".
