Amends various Acts related to the governance of public universities in Illinois. Provides that beginning in the 2018-2019 academic year, the universities shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population is deemed an Illinois resident. Effective immediately.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 100 as follows:

Sec. 100. In-state resident requirement. Beginning with the 2018-2019 academic year, the University shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population within each of the University's separate campuses is deemed an Illinois resident, including under Section 7e-5 of this Act.

Section 10. The Southern Illinois University Management Act is amended by adding Section 85 as follows:

Sec. 85. In-state resident requirement. Beginning with the 2018-2019 academic year, the University shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population within each of the University's separate campuses is deemed an Illinois resident, including under Section 8d-5 of this Act.

Section 15. The Chicago State University Law is amended by adding Section 5-195 as follows:

Sec. 5-195. In-state resident requirement. Beginning with the 2018-2019 academic year, the University shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population is deemed an Illinois resident, including under Section 5-88 of this Act.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-195 as follows:

Sec. 10-195. In-state resident requirement. Beginning with the 2018-2019 academic year, the University shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population is deemed an Illinois resident, including under Section 10-88 of this Act.

Section 25. The Governors State University Law is amended by adding Section 15-195 as follows:

Sec. 15-195. In-state resident requirement. Beginning with the 2018-2019 academic year, the University shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population is deemed an Illinois resident, including under Section 15-88 of this Act.

Section 30. The Illinois State University Law is amended by adding Section 20-200 as follows:

Beginning with the 2018-2019 academic year, the University shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population is deemed an Illinois resident, including under Section 20-88 of this Act.

Section 35. The Northeastern Illinois University Law is amended by adding Section 25-195 as follows:

Section 40. The Northern Illinois University Law is amended by adding Section 30-205 as follows:

Beginning with the 2018-2019 academic year, the University shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population is deemed an Illinois resident, including under Section 30-88 of this Act.

Section 45. The Western Illinois University Law is amended by adding Section 35-200 as follows:

Sec. 35-200. In-state resident requirement. Beginning with the 2018-2019 academic year, the University shall maintain an undergraduate and graduate student population in which at least 80% of the undergraduate and graduate student population is deemed an Illinois resident, including under Section 35-88 of this Act.

Section 99. Effective date. This Act takes effect upon becoming law.
