AMENDMENT TO HOUSE BILL 4205 




2    AMENDMENT NO. ______. Amend House Bill 4205 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The School Code is amended  by adding Sections 
510-20.67 and 34-18.60 as follows:
 
6    (105 ILCS 5/10-20.67  new)
7    Sec. 10-20.67. Academic support; at-risk student.
8    (a) In this Section, "at-risk student" means a student who 
9meets any of the following:
10        (1) He or she has failed 2 or more classes in the 
11    immediately preceding school semester.
12        (2) He or she is experiencing a decline in his or her 
13    grade point average of more than 2 points on a 4.0 scale, 
14    or its equivalent on another scale, compared to the 
15    immediately preceding school semester.
16        (3) He or she is a chronic truant, as defined under

1    Section 26-2a of this Code.
2        (4) He or she has been suspended more than 3 times from 
3    a school pursuant to Section 10-22.6 or 34-19 of this Code.
4        (5) He or she is homeless or at-risk of becoming 
5    homeless.
6        (6) He or she is under the legal custody of the 
7    Department of Children and Family Services.
8        (7) He or she is the subject of an investigation 
9    conducted by the Department of Children and Family 
10    Services.
11        (8) He or she displays recurring violent behaviors, 
12    including, but not limited to, fighting or threatening 
13    other students or school personnel.
14    (b) Beginning with the 2018-2019 school year, a school 
15board shall require its schools to connect at-risk students in 
16need of academic support to either community-based or in-school 
17academic support. The academic support may include, but is not 
18limited to, any of the following:
19        (1) Individual or small-group tutoring.
20        (2) A summer school program.
21        (3) A mentoring program.
22        (4) An evaluation for the purpose of placing the 
23    student in an individualized education program or a federal 
24    Section 504 plan.
25        (5) Meeting with an academic advisor.
26    Each school district shall inform the parent or guardian of

1an at-risk student about the community-based or in-school 
2academic support available in that school district or the 
3community in which the school district is located.

19    Section 99. Effective date. This Act takes effect upon 
20becoming law.".
