| 4 | | "(d) As used in this Section, "appropriation" means |
| 5 | | authority provided by law to a State agency that is part of the |
| 6 | | executive branch, subject to the Governor, to spend State money |
| 7 | | for a specific amount, purpose, and time period, whether as a |
| 8 | | direct line item or as a lump sum, but not including any |
| 9 | | reappropriation from a previous fiscal year or any continuing |
| 10 | | appropriation.".
