Amends the General Provisions Article of the Illinois Pension Code. Provides that a retirement system or investment board created under the State Employee, State Universities, Downstate Teachers, Chicago Teachers, or the Board of Investment Article may not enter into a contract for lobbying services with a lobbyist who represents another retirement system or investment board created under one of those Articles. Defines "lobbying" and "lobbyist". Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Pension Code is amended by adding |
| 5 | | Section 1-109.5 as follows:
|
| 6 | | (40 ILCS 5/1-109.5 new) |
| 7 | | Sec. 1-109.5. Contracting for lobbying services. |
| 8 | | (a) On and after the effective date of this amendatory Act |
| 9 | | of the 100th General Assembly, a retirement system or |
| 10 | | investment board created under Article 14, 15, 16, 17, or 22A |
| 11 | | may not enter into a contract for lobbying services with a |
| 12 | | lobbyist who represents another retirement system or |
| 13 | | investment board created under Article 14, 15, 16, 17, or 22A. |
| 14 | | (b) As used in this Section: |
| 15 | | "Lobbying" has the meaning set forth in Section 2 of the |
| 16 | | Lobbyist Registration Act. |
| 17 | | "Lobbyist" means a person who is registered or required to |
| 18 | | be registered under the Lobbyist Registration Act.

| 19 | | Section 99. Effective date. This Act takes effect upon |
| 20 | | becoming law.
