| 3 | | 25, after "Code", by inserting the following: |
| 4 | | ", a council of government, or other recognized association |
| 5 | | whose mission is to advance the interests of local governments. |
| 6 | | The course of training shall be performed at no additional cost |
| 7 | | to the membership of the organization, council, or association, |
| 8 | | or as part of a local or regional seminar for which a nominal |
| 9 | | fee is charged for at-large attendance"; and
