Amends the Illinois Vehicle Code. Defines "relay box". Provides that any seller of a relay box in this State who reaches an agreement with a buyer for the purchase of the relay box shall conduct a criminal background check of the buyer before completing the purchase. Provides that a seller of a relay box who conducts a criminal background check shall not complete the purchase of the relay box if the background check reveals that the buyer has been convicted of a felony. Provides that a seller who violates the provision is guilty of a Class 4 felony. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Illinois Vehicle Code is amended by adding |
| 5 | | Section 12-614 as follows: |
| 6 | | (625 ILCS 5/12-614 new) |
| 7 | | Sec. 12-614. Relay box. |
| 8 | | (a) In this Section, "relay box" means a device designed to |
| 9 | | capture a signal from the key fob of a motor vehicle to unlock |
| 10 | | and start the motor vehicle without use or possession of the |
| 11 | | motor vehicle key. |
| 12 | | (b) Any seller of a relay box in this State who reaches an |
| 13 | | agreement with a buyer for the purchase of the relay box shall |
| 14 | | conduct a criminal background check of the buyer before |
| 15 | | completing the purchase. |
| 16 | | (c) A seller of a relay box who conducts a criminal |
| 17 | | background check under this Section shall not complete the |
| 18 | | purchase of the relay box if the background check reveals that |
| 19 | | the buyer has been convicted of a felony. |
| 20 | | (d) A seller who violates this Section is guilty of a Class |
| 21 | | 4 felony.
