Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to award grants to local business groups to address and study small business concerns related to a change in the minimum wage. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois is |
6 | | amended by adding Section 605-1025 as follows: |
7 | | (20 ILCS 605/605-1025 new) |
8 | | Sec. 605-1025. Grants to business groups. The Department |
9 | | shall award grants to local business groups to address and |
10 | | study small business concerns related to a change in the |
11 | | minimum wage. Grants shall be used to research the potential |
12 | | impact of phasing in a minimum wage increase to $15 per hour by |
13 | | calendar year 2023. Organizations awarded grants under this |
14 | | Section shall submit an annual report to the Department that |
15 | | includes the impact of raising the minimum wage on businesses |
16 | | of different sizes, including the impact on business revenue |
17 | | and sustainability. The Department shall combine all reports |
18 | | and submit an inclusive report to the Governor and the General |
19 | | Assembly by January 1 of each year, with the first report due |
20 | | on January 1, 2019.

21 | | Section 99. Effective date. This Act takes effect upon |
22 | | becoming law.
