HOUSE JOINT RESOLUTION

  
 
2    WHEREAS, The members of the Illinois General Assembly are
  
3honored to pay tribute to those who have given their lives to

4protect and serve the citizens of this great nation; and
  
 
5    WHEREAS, Medevac Pilot Larry D. Mills, along with flight 
6nurse Deborah Kroon, flight paramedic Michelle Tarwarter, and 
7patient April Rodriguez were killed on July 29, 2016 when the 
8Cal-Ore Life Flight plane they were on went down east of 
9McKinleyville, California; and
  
 
10    WHEREAS, Larry Mills was born in Warner Robins, Georgia on 
11March 17, 1962; his family moved to Marine in 1973 and he 
12graduated from Triad High School in 1980; he was an EMT and a 
1312-year veteran of the Marine Volunteer Fire Department; and
  
 
14    WHEREAS, Larry Mills was an exceptional pilot and 
15instructor who flew gliders, helicopters, dual aircraft, and 
16taught at Schafer Airport in St. Jacob; he had over 30 years of 
17flying experience and had contracts with the United States Army 
18and the Air Force to train pilots; and
  
 
19    WHEREAS, The Larry Mills Aviation Memorial Scholarship has 
20been established through the Highland Area Community 
21Foundation to honor the life and career of a pilot who gave his

1life helping others; therefore, be it
  
 
  
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
3HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE 
4CONCURRING HEREIN, that we designate Illinois Route 143 as it 
5travels from its intersection with Route 4 east through the 
6City of Marine as the "Larry D. Mills Memorial Highway"; and be 
7it further
 
8    RESOLVED, That the Illinois Department of Transportation

9is request to erect, at suitable locations consistent with

10State and federal regulations, appropriate plaques or signs

11giving notice of the name of the "Larry D. Mills Memorial 
12Highway"; and be it further

  
 
13    RESOLVED, That a suitable copy of this resolution be 
14presented to the family of Larry Mills, the Mayor of the City 
15of Marine, and the Secretary of Transportation.
