| 1 | HOUSE JOINT RESOLUTION

| 2 | WHEREAS, On May 16, 2017, Amtrak conductor and | ||||||
| 3 | SMART-Transportation
Division member Michael Case was shot by a | ||||||
| 4 | passenger while performing his
official duties at the | ||||||
| 5 | Naperville Amtrak station; and
| ||||||
| 6 | WHEREAS, While Michael Case is on a positive road to | ||||||
| 7 | recovery, he spent 10
weeks in the hospital and endured | ||||||
| 8 | numerous extensive surgeries; and
| ||||||
| 9 | WHEREAS, This incident is one of 73 recorded assaults on | ||||||
| 10 | Amtrak crewmembers
since 2015; and | ||||||
| 11 | WHEREAS, While this most extreme example of violence is | ||||||
| 12 | rare, we know
passenger rail workers are increasingly facing | ||||||
| 13 | other forms of violence and abuse; and | ||||||
| 14 | WHEREAS, There are no national standards for preventing | ||||||
| 15 | assaults on passenger
and commuter rail workers, despite the | ||||||
| 16 | increase in assaults across the country; and
| ||||||
| 17 | WHEREAS, Given the interstate nature of passenger rail and | ||||||
| 18 | related concerns with
transportation security, strong federal | ||||||
| 19 | protections may be appropriate; and
| ||||||

| 1 | WHEREAS, On the one-year anniversary of Michael Case's | ||||||
| 2 | shooting, Illinois U.S.
Senator Tammy Duckworth, along with | ||||||
| 3 | U.S. Senator John Hoeven, have
introduced in the U.S. Senate, | ||||||
| 4 | the Passenger Rail Crew Protection Act; and
| ||||||
| 5 | WHEREAS, This legislation would simply provide the same | ||||||
| 6 | federal protections for passenger rail crewmembers that | ||||||
| 7 | airline crewmembers currently have, so that any assault or
| ||||||
| 8 | intimidation of a rail crewmember would be handled under | ||||||
| 9 | federal law; therefore, be it
| ||||||
| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 11 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | ||||||
| 12 | CONCURRING HEREIN, that we support the introduction and passage | ||||||
| 13 | of the Passenger Rail Crew
Protection Act; and be it further
| ||||||
| 14 | RESOLVED, That suitable copies of this resolution be | ||||||
| 15 | delivered to U.S. Senators Tammy Duckworth and Dick Durbin, all | ||||||
| 16 | members of the Illinois Congressional Delegation, and Amtrak | ||||||
| 17 | conductor and SMART-TD member Michael Case.
