| 1 | | HOUSE JOINT RESOLUTION
|
| 2 | | WHEREAS, 25 ILCS 155/4 states that the House and Senate, by |
| 3 | | joint resolution, shall adopt or modify revenue estimates |
| 4 | | provided for by the Commission on Government Forecasting and |
| 5 | | Accountability and the Governor's Office of Management and |
| 6 | | Budget; and
|
| 7 | | WHEREAS, The statute provides that the joint resolution |
| 8 | | shall constitute the General Assembly's estimate, under |
| 9 | | paragraph (b) of Section 2 of Article VIII of the Constitution, |
| 10 | | of the funds estimated to be available during the next fiscal |
| 11 | | year; and
|
| 12 | | WHEREAS, Under subsection (b) of Section 2 of Article VIII |
| 13 | | of the Illinois Constitution, appropriations for a fiscal year |
| 14 | | shall not exceed funds estimated by the General Assembly to be |
| 15 | | available during that year; and
|
| 16 | | WHEREAS, The budget estimate contained in this Joint |
| 17 | | Resolution reflects the repeal of Public Act 100-22, the income |
| 18 | | tax hike, enacted in July 2017; therefore, be it
|
| 19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 20 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE |
