Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Provides that a person may not be elected to the office of State Senator or State Representative, or a combination of those offices, for terms totaling more than 10 years. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, or Minority Leader of the Senate to a total of 8 years in any one office and 10 years combined in 2 or more offices. Provides that service in the General Assembly before the second Wednesday in January of 2019 shall not be considered in the calculation of a person's service. Provides that a person may not be elected to any Executive Branch office, or any combination of Executive Branch offices, for terms totaling more than 8 years; service before the second Monday in January of 2019 shall not be considered in the calculation of a person's service. Effective upon being declared adopted.

| 5 | | CONCURRING HEREIN, that there shall be submitted to the |
| 6 | | electors of the State for adoption or rejection at the general |
| 7 | | election next occurring at least 6 months after the adoption of |
| 8 | | this resolution a proposition to amend Section 6 of Article IV |
| 9 | | and Section 2 of Article V, and to add Section 2.5 to Article |
| 10 | | IV of the Illinois Constitution as follows:

| 14 | | SECTION 2.5. TERM LIMITS |
| 15 | | A person may not be elected to the office of State Senator |
| 16 | | or State Representative, or a combination of those offices, for |

| 18 | | Wednesday in January of 2019 shall not be considered in the |
| 19 | | calculation of a person's service.

| 21 | | SECTION 6. ORGANIZATION
|
| 22 | | (a) A majority of the members elected to each house |
|

quorum.

| 2 | | (b) On the first day of the January session of the General |
| 3 | | Assembly
in odd-numbered years, the Secretary of State shall |
| 4 | | convene the House of
Representatives to elect from its |
| 5 | | membership a Speaker of the House of
Representatives as |
| 6 | | presiding officer, and the Governor shall convene the
Senate to |
| 7 | | elect from its membership a President of the Senate as
|
| 8 | | presiding officer. A person may serve no more than a total of 8 |
| 9 | | years in any one of the following offices and no more than a |
| 10 | | combined total of 10 years in any 2 or more of the following |
| 11 | | offices: Speaker of the House of Representatives, President of |
| 12 | | the Senate, Minority Leader of the House of Representatives, or |
| 13 | | Minority Leader of the Senate; provided that service before the |
| 14 | | second Wednesday in January of 2019 shall not be considered in |
| 15 | | the calculation of a person's service.

| 16 | | (c) For purposes of powers of appointment conferred by this
|
| 17 | | Constitution, the Minority Leader of either house is a member |
| 18 | | of the
numerically strongest political party other than the |
| 19 | | party to which the
Speaker or the President belongs, as the |
| 20 | | case may be.
|
| 21 | | (d) Each house shall determine the rules of its |
| 22 | | proceedings, judge
the elections, returns and qualifications |
| 23 | | of its members and choose its
officers. No member shall be |
| 24 | | expelled by either house, except by a vote
of two-thirds of the |
| 25 | | members elected to that house. A member may be
expelled only |
| 26 | | once for the same offense. Each house may punish by

| 1 | | imprisonment any person, not a member, guilty of disrespect to |
| 2 | | the house
by disorderly or contemptuous behavior in its |
| 3 | | presence. Imprisonment
shall not extend beyond twenty-four |
| 4 | | hours at one time unless the person
persists in disorderly or |
| 5 | | contemptuous behavior.

| 10 | | SECTION 2. TERMS
|
| 11 | | These elected officers of the Executive Branch shall hold |
| 12 | | office for
four years beginning on the second Monday of January |
| 13 | | after their
election and, except in the case of the Lieutenant |
| 14 | | Governor, until their
successors are qualified. They shall be |
| 15 | | elected at the general election
in 1978 and every four years |
| 16 | | thereafter. A person may not be elected to any Executive Branch |
| 17 | | office, or any combination of Executive Branch offices, for |
